The City of Wilmington, a leading Delaware employer, provides the City's sanitation, recycling, street cleaning, water, and transportation services through the Department of Public Works. The Department provides a wide array of services, including once-a-week recycling and once-a-week residential solid waste collection, treatment and distribution of high-quality drinking water, collection, and treatment of sewage, stormwater management, sweeping of all City streets, street paving and repairs, maintenance of traffic signs and signals, line striping, rodent control, snow removal, and maintenance of the City fleet and City properties.

DUTIES AND RESPONSIBILITIES

This position is to perform and oversee inspections for compliance ensuring that construction projects comply with the Federal, State and City regulations and building codes. Decision-making is a significant part of the job, affecting a large segment of the Department of Public Works and the general public; works in a dynamic environment, responsible for assisting in developing policies and practices. This role reports to the Utilities Facilities Program Coordinator. Additional responsibilities include:

  • Coordinates schedule of contracts for field inspections and review.
  • Interprets plans and specifications for various Public Works contracts. Inspects construction performed by private contractors for adherence to plans and specifications. Inspects the quantity and quality used on these projects.
  • Ensures contractors use proper safety techniques and follow OSHA requirements. Maintains complete and accurate records on each construction project.
  • Supervises, reviews, and assists the work of other inspectors.
  • Performs all related work as required.
  • Possess and maintain a valid driver's license with a good driving record.
  • Certified OSHA Combined Space and DNREC Certified Construction Reviewer within ninety (90) days of hire.
  • Must work overtime on call, or standby as needed.
  • Performs all related work as required.

EDUCATION AND EXPERIENCE

Graduation from high school or GED equivalency with supplemental technical training in drafting; some supervisory experience; or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.

  • Knowledge: Considerable experience in surveying, drafting, and construction inspection engineering work. Knowledge of materials, practices, and equipment used in major construction projects within the Public Works Department. Considerable knowledge of City, County, State, and Federal construction codes. Knowledge of mathematics is required for the computation of materials and quantities for reviewing job estimates and invoices.
  • Skills: Basic knowledge of other utilities' codes and specifications (i.e., gas, communications, fiber optics, cable, etc.). Ability to read and interpret technical manuals.
  • Abilities: Ability to interpret plans, specifications, and blueprints for public works projects. Ability to establish and maintain effective working relationships with various outside contractors, utility personnel, and the public.
  • Licenses: Possess and maintain a valid driver's license with a good driving record.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

All selected applicants must pass a criminal background investigation and pre-employment physical.

  • Physical Requirements: Field and normal office environment. Frequently required to sit, stand, and walk depending on the job duty. Ability to lift or move up to 25 pounds independently.
  • Vision: Requires the ability to see close vision and adjust focus as necessary.
  • Working Conditions: Work is performed near moving mechanical parts and outdoors in all weather conditions, including precarious situations. The noise level is typically loud.
  • Location and Schedule: This position may require weekend work, nights, or being on-call as part of the regular job responsibilities. Work involves travel between sites as necessary. Based on business needs, work hours are Monday through Friday, 8:30 a.m. to 4:30 p.m.
