THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a SUPERVISORY CONTRACT SPECIALIST , Position Description Number T0046000 and is part of the MS USPFO, National Guard.
GENERAL EXPERIENCE - All on-board Title 5 Excepted Service employees assigned to Series GS-1102 positions, must be certified at the next higher grade-level before considered as eligible for merit promotions to that level; and, must have a minimum of one year on-the-job experience at the GS-12 level. However, a new hire applicant must have competent experiences that are commensurate/equivalent to the contracting program business with demonstrated understandings of the complex principles and concepts defined by the NG Title 5 Excepted Service Series GS-1102 positions.
MINIMUM EXPERIENCE:
The following six basic qualification factors are applicable to the Series GS-1102, Grade GS-13 positions:
- Skilled in collecting and analyzing contracting data effectively, efficiently, and accurately;
- Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
- Ability to write English in reports and presentation formats;
- Ability to communicate clearly and effectively;
- Skilled in presenting formal training presentations and briefings; and,
- Skilled in applying procedures and directives by reading and interpreting program material.
NG Title 5 Excepted Service Contracting Program, GS-1102-13, Senior Level Three, Supervisory, Specialized Experience:
Must meet positive education requirement. To qualify, candidate must have a Contracting Certification awarded. Must have at least 12 months of broadening contracting experiences and competencies that provided an expanded expertise in contracting principles to include Negotiating Contracts and Service, Supply, and Construction Contracts. Must have at least 12 months of broadening supervisory contracting experiences in planning and scheduling work in a manner that promotes smooth flow and even distribution of assigning work requirements. Experiences include training and guiding employees on contracting programs and assigning tasks. Experiences involved balancing contracting work requirements and providing advice, mentoring, and direction on a wide variety of contracting policies and employee performance administrative issues. Experienced in structuring that assignments that created effective and efficient procedures with measured and improved task processes. Supervisory experiences improved training applications and career development resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Must have demonstrated supervisory experiences and/or endorsements on mentorship competencies provided to employees. Must have working knowledge of equal employment and affirmative action programs. As a condition of continued employment in the position, employee must complete Level Three Certification within 24 months of appointment to the GS-1102-13 supervisory position.
A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.

-Current National Guard (NG) Title 5 Excepted Service Contracting Program, SeriesGS-1102 employees who occupied GS-1102 positions with authority to award or administer contracts, above the simplified acquisition threshold on/or before September 30, 2000, are exempt from meeting this education requirement.
