The Orange County Capital Projects Division is seeking a highly qualified construction Project Manager to manage and serve as the Owners Representative to oversee the activities of construction projects to include, feasibility studies, planning, early scope development, the design development for construction documents, permitting, the procurement of construction services, and all steps necessary for implementing the Countys Capital Improvement projects and ensuring successful completion of these projects through the efficient use of numerous consultants, design professionals, and contractors. Project Manager will be responsible for numerous multiple projects at different levels of development.

Job Description

General Functions

Manages the activities of construction projects, to include planning, developing, implementing, and ensuring successful completion through the efficient use of existing workforce, equipment and contractors. Responsible for multiple projects at different levels of development.

Work is performed with considerable independence and the exercise of independent judgment under the general supervision of the department manager or other designated supervisor. Performance is reviewed through observations, conferences, and results achieved.

Representative Duties/Assignments

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Manages construction for new projects such as parks, fire stations, community centers, etc.
  • Manages construction for renovation projects such as interior alterations, remodels, building additions, etc.
  • Manages construction for facility improvements such as roof replacements, HVAC replacements, electrical upgrades, etc.
  • Assesses project requirements at an early stage of development.
  • Develops a reliable budget and monitors expenditures.
  • Develops a project schedule and monitor's progress.
  • Provides accurate reporting for all stakeholders.
  • Ensures all design requirements are satisfied.
  • Considers and incorporates the County's Sustainability initiative into projects.
  • Assists with project permitting.
  • Reviews and makes recommendations during bidding.
  • Monitors construction activities and assists with resolving construction issues.
  • Coordinates projects for Orange County Departments and Divisions from project design to project delivery.
  • Performs administrative management of projects including procuring consultants, negotiating contracts, reporting and monitoring.
  • Assists in the development of project planning, proposals, cost estimates and budgets including expenditure monitoring, timelines and schedules.
  • Manages and monitors progress and quality of construction services/activities. Prepares observation reports relating to all aspects of construction project activities.
  • Provides technical management of projects including assessment of needs, development and evaluation of project plans and specifications.
  • Conducts quality control activities in accordance with instructions, inspection programs, using specified control measuring and testing equipments.
  • Conducts historical data research for effective project planning.
  • Employs effective document control measures for project information, communications, and documentation.
  • Provides guidance to the Assistant Project Managers, Construction Projects Coordinators and Capital Planning personnel.
  • Coordinates and assists in the development of presentations for project management proposals and status updates. May make presentations to the BCC, other governmental agencies, or groups.
  • Interacts directly with citizens for specific projects and attend public meetings related to the project. Manages media relations, if required.
  • Performs other related duties as assigned.

Minimum Qualifications

Bachelor's degreefrom an accredited institutionand five (5) years of experience in project management or as an owner's representative in building construction;or an equivalent combination of education and experience may be substituted on a year for year basis.

Preferences

Experience with vertical construction.

Professional state license in General Contracting, Engineering, or Architecture or meet the qualifications

necessary to take the related licensing examination.

Owner's Representative construction work experience.

Construction Project Management or Construction Owner's Representative work experience.

Capital Improvement project programming, design development, construction document oversight.

Construction administration with a high level of customer service.

Demonstrated ability to manage multiple construction projects at one time.

Possess strong working experience in Building Construction, Engineering, or Architecture.

Possess strong team building skills.

Attention to detail.

Excellent verbal and written communications skills.

e-Builder Project Management Software experience.

Pay Grade: 023 - From $42.95 to $55.84
