Performs transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details. Essential Duties: Transportation Engineer I, II, and III Analyzes and recommends approval for modifications to highway maintenance contracts. Analyzes and reports on routine program funding change scenarios and their impact to individual project schedules Answers technical and policy questions related to bridge inspection and maintains bridge inspection data; analyzes data and provides summaries. Assists in overseeing contracts, issuing work orders and monitoring construction schedules and contractor payments and job progress on construction projects. Develops and/or reviews engineering related documents, correspondence, reports and remediation plans. Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support. Ensures compliance with National Bridge Inspection Standards. Performs and/or coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications or special provisions. Reviews change orders, supplemental agreements, memorandum agreements and extra work orders; reviews monthly and final estimates prior to submittal. Reviews, coordinates, monitors and approves routine and emergency maintenance contracts; performs/oversees maintenance specifications writing/review, plans and proposal review, and preparation of estimates for letting. Additional duties for Transportation Engineer II: Assists in developing and/or monitoring budgets. Coordinates with Area Engineers and reviews area office contract submissions. Evaluates pavement products and pavement condition data. Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts. Additional duties for Transportation Engineer III: Analyzes and assists in the resolution of contract problems and disputes. Assists districts with bridge inspection-related matters. Conducts pre-construction meetings and public hearings. Monitors contractors' compliance with plans and specifications. Responsible for a pavement management program.
