This is responsible technical and supervisory work in land surveying engineering, Geographic Information System (GIS) management, or right-of-way inspections. Additional assignment, may include, but not be limited to: working as a skilled AutoCAD drafting technician on a variety of professional or sub-professional assignments; or in a non-supervisory role in engineering design, construction management, and/or construction and permit compliance inspections. The incumbent in this position reports directly to the Section Head of the Survey Section, Engineering Section, or their designee.
Work involves responsibility for, but is not limited to: supervising the activities of other engineering technicians and/or a survey party; performing skilled AutoCAD drafting work in preparation of planning/construction and right-of-way plans and maps; inspection of a variety of public works and private construction projects and/or contracts, utility installations; and enforcement of various City, County, and State Codes, regulations, and laws. Assignments are received through oral and/or written instructions, sketches or field notes; inspection and work will be performed with a moderate degree of independence, under general supervision. Work performed is not subject to continuous review but is spot checked or checked through review of field notes, oral and written reports, and completed work.
Supervises a field team which includes other engineering technicians in a variety of land and engineering surveys such as topographic, specific purpose, hydrographic, line and grade, and monument line surveys, as well as establishment of benchmarks and location of underground utilities.
Designs and reviews maintenance of traffic (MOT) and lane closure plans.
Under supervision, designs, lays out, and calculates quantities and cost estimates for storm water, roadway/right-of-way, and other miscellaneous public works construction and maintenance projects, including researching and locating existing utilities, servitudes, easements, right-of-way lines, and other pertinent information on the plans.
Inspects and approves public works construction projects that are under contract with the City or by private developers. Projects may include, but not be limited to: street paving, driveway, curb & gutter, and sidewalk installations; drainage system improvements, news racks, bus benches and shelters installations, sidewalk café layouts; construction of various buildings such as, duplexes, houses, condominiums , etc.; parking-lot construction; or renovation of docks, piers, bridges, seawalls and bulkheads ; and other miscellaneous construction, including all parts and combinations of types required by applicable contracts or City Standards and Codes.
Processes and approves public works right-of-way permits such as sidewalk cafes, newsracks, banners, pay phones, road closures, excavation, and line and grade.
Conducts review of plans, consisting of calculating excavation permit fees, performance bond amounts, and permit application fees.
Issues notices of violation of City, County , or State Codes and laws and the Florida Building Code.
Prepares reports, maps and diagrams keeping detailed records and field notes as required.
Prepares planting lists for citywide plantings and inspects and approves the tree planting process.
Performs engineering computations and reviews and checks construction bids and contractors estimates.
Investigates complaints, provides guidance to contractors, and deals tactfully with the public.
Responds to complaints and follows departmental procedures for notification, re-inspections and other actions required to ensure compliance.
Attends construction and other right-of-way improvement project meetings with contractors, permit holders and other agencies.
Updates 311 system data generated by business owners and residents concerns.
Updates geographic information system (GIS) databases with maintenance, repair, replacement, and new construction information, as well as property ownership and platting data.
Performs and approves right-of-way inspections for excavation and right-of-way closures and ensures underground utility installations comply with permitted plans and specifications and any other applicable laws or regulations.
Processes and prepares right-of-way deeds and reviews Building Department permit - related plans.
Performs other related work as required and assigned.
A minimum of 60 college credits and 2 years experience in engineering, Geographical Information System (GIS), architectural, surveying , or conducting construction inspections. A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application ; however , prior to appointment , a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and must be maintained valid throughout employment in the classification. Supervisory experience in aforementioned field is preferred.OR
Equivalent combination of education and experience beyond a high school diploma or its equivalent and 6 months of the required experience.
WRITTEN EXAMINATION: In addition to the above stated minimum requirements, eligibility for this position will be established based on the results of a written examination. The examination is designed to measure job-related knowledge involving assignments in Public Works projects. The subject matter includes problems covering surveying and general engineering. Applicants may bring and use a calculator during the examination; however, no electrical outlets are provided for this purpose. ESSENTIAL POSITION: This position is considered an "Essential Position" for the purpose of Emergency Management. Emergency duties will be assigned as needed. This position requires 24 hours a day, 7 days per week availability during City of Miami emergencies , as determined by City Administrators, Emergency Manager or City Officials.
