Water Distribution Systems Meter reader / Laborer

We are seeking a motivated and qualified individual to assist in daily repair and maintenance of a small (1400 service connections) public water system. Applicant must have high school diploma or equivalent and Hawaii State drivers license with clean driving record to be insurable. Apprenticeship program available through HRWA.
DISTINGUISHING CHARACTERISTICS
This is the beginning level position for Water Distribution System Operators. This class is flexibly staffed with Water Distribution System Operator Level 1, and advancement to this level follows extensive and systematic on-the-job training, as well as obtaining certification from DOH for Level 1. Promotion to a higher level occurs once an incumbent meets the established criteria. Incumbents of this class perform the tasks necessary to construct, maintain and operate Hawaiian Beaches Water System. Work is performed according to established procedures or specific oral or written instruction. Changes in procedures or exceptions to rules are explained in detail as they arise.
SUPERVISION RECEIVED AND EXERCISED
General supervision is provided by the Field Manager and/or water systems operator. Field Manager and/or water systems operator may provide technical and functional supervision.
EXAMPLES OF DUTIES
The following duties are considered essential for this job classification:
Perform skilled duties in the maintenance of water production, treatment and delivery systems.
Repair and maintain water infrastructure.
install, repair and replace underground water mains and service laterals, using basic plumbing tools, tapping machine, pipe cutters, threader, reamer, pipe wrenches and assorted pneumatic and hydraulic tools with supervision
install water meters and meter boxes; test, read and repair water meters with supervision.
follow safe work practices and observe safety rules and precautions and maintain a safe work environment.
notify the public of utility related activities that impact traffic and utility operations.
repair streets and sidewalks after utility maintenance work is completed:
work in confined space environment such as holes
inspect water system for leaks, construction flaws or root invasions; remove meter boxes and covers.
turn, install, check, tighten, repair and replace water valves, using wrenches and valve keys.
Responds to inquiries and investigates and resolves customer complaints.
Maintain records of work performed.
Must have basic computer skills and the ability to use a PDA Handheld device for meter reading
MINIMUM QUALIFICATIONS
Knowledge of and Skills: Proper use of equipment, tools, material and methods used in underground water distribution or installation maintenance and repair; must also have knowledge of safe working conditions and practices including handling hazardous chemicals;
Abilities: Repeatedly lift shovels full of earth or debris, some heavy lifting up to 1000 pounds; set up and remove barricades, traffic cones or similar objects; use common hand tools, such as a hammer, saw, drills, wrenches, screwdriver or similar tools; learn job-related material through oral instruction and observation; perform heavy manual labor under adverse working conditions; understand and carry out oral and written directions in order to accomplish assigned tasks in a timely manner; read and understand work orders, diagrams, and maps; take basic measurements of boards or spaces; use various hand and power tools, such as a chain saw, jackhammer, sprayer, hydraulic snap cutter, power saw and concrete saw; fill out work orders and daily logs of work performed; communicate and get along with the public and co-workers in a face-to-face, one-to-one setting; climb ladders or steps to reach objects; dig up ground for ditches using pick, shovel, spade or other tools; learn job related material through structured lecture and reading.
Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
Experience Maintenance work, Plumbing or pipe fitting etc.
Education - Equivalent to completion of the twelfth grade
LICENSE OR CERTIFICATE
This classification requires the use of a vehicle during work hours. In order to drive, individuals must be physically capable of operating the vehicles safely and must possess and maintain throughout employment a valid, Class A, Hawaii driver's license. Required to maintain State of Hawaii Distribution Systems Operator Grade 1.
WORKING CONDITIONS
The work is performed outdoors in a variety of weather conditions with exposure to the elements, heavy traffic, noise, dust, fumes, vibrations, airborne particles, noxious odors, grease, oil, cleaning chemicals, solvents and spills. Incumbents carry objects such as 90-pound bags of cement, 90-pound jack hammers and 80-pound meter boxes distances of 20 feet or less; move objects weighing 50 pounds, such as, sandbags and tampers, distances over 20 feet. Directing traffic involves making continuous or repetitive arm-hand movements. Various maintenance tasks involve bending or stooping repeatedly or continually over time. Loading debris tools, equipment and pipes into trucks and working in trenches require lifting arms above shoulder level.
Duties often include walking over rough, uneven, or rocky surfaces. Assignments include work in small, cramped areas such as manholes and trenches. Operators may be called out for emergency work at night, on weekends or holidays.
COMPENSATION
$15-20/hr plus Holiday and medical benefits. Vehicle and tools needed to perform all required task will be provided by Hawaiian Beaches Water Company.
