DTSCs Mission is to protect Californias people, communities, and environment from toxic substances, to enhance economic vitality by restoring contaminated land, and to compel manufacturers to make safer consumer products. DTSC employs over 1,000 scientists, engineers, toxicologists, chemists, geologists, attorneys, criminal investigators and administrative staff, who are committed to protecting Californians and their environment from exposure to hazardous waste. The Contracting Services Branch provides contracting services and procurement of goods in support of DTSCs mission. The Contract Development Unit of the Branch is responsible for adhering to all applicable statutes and contracting policies and procedures while developing and executing all services contracts for the Department.

As an Associate Governmental Program Analyst you will have the opportunity to:

  • Advise and assist DTSC programs on the development, preparation, and execution of more complex contracts, including site specific Architectural and Engineering (A&E) agreements, departmental master remediation agreements, interagency agreements, service agreements, and reimbursement agreements
  • Review proposed agreements to ensure compliance with Public Contract Code, Government Code, State Contracting Manual, and Health and Safety Code
  • Review and revise language and clauses as necessary to meet various changes in the laws and legislation affecting contracting processes
  • Advise and assist DTSC programs on the development, preparation, and advertising of contract solicitations
  • Utilize subject matter expertise to evaluate, update, and implement standards and procedures for procurement activities, including confidentiality procedures for evaluating specific contract solicitations
  • Prepare and post advertisements in the Financial Information System for California (Fl$Cal) for upcoming solicitations to notify potential bidders

Desirable Qualifications We Look For:

  • Knowledge/Experience with state contracting processes, laws, and policies
  • Knowledge/Experience developing and executing services contracts for the State of California
  • Knowledge/Experience using the Financial Information System for California (FI$Cal)
  • Excellent reading comprehension and writing/editing ability and excellent spelling and grammar
  • Possesses acute attention to detail
  • Possesses excellent organizational skills
  • Possesses excellent critical thinking skills
  • Possesses extensive experience in the use of Microsoft Office Suite (Especially Word, Excel and Outlook)
  • Ability to communicate with all levels of staff, stakeholders, and business partners effectively and tactfully, both orally and in writing
  • Experience independently handling high volumes of work and adjusting to conflicting priorities and critical deadlines
  • Ability to work as a team player within a small team environment
