Duties

Help

Serves as a senior Quality Assurance (QA) specialist who is responsible for participating and supporting long-range QA involving acquisition, quality and production surveillance inspections, sampling, test and analyses, and materials upgrading.

Investigates and resolves complex and unique problems; recommending guidance and/or policy revisions related to overall changes in programs, organizational emphasis, and innovative solutions.

Develops and implements quality surveillance plans, methods, and acceptance testing; reviewing inspection reports and laboratory analysis test results for acceptance or rejection with the Material Testing Programs.

Participates and provides guidance to top management, contractors, Military Services, and various field activities on the establishment of acceptance criteria applicable to materials, related documentation, and projects.

Conducts audits or targeted assessments of contractor quality and inspection systems, calibration and Quality Management System assessments of processes and controls affecting the quality and conformance of DLA related acquisitions and services.

Serves as Project Manager on various acquisitions of materials, maintenance, or service items.

Qualifications

To qualify for a Quality Assurance Specialist, your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

Reviewing production activities and capabilities in light of contract quality requirements.

Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.

Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.

Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.

Identifying inadequacies and requesting corrective action.

Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.

Investigating customer complaints and deficiency reports and providing identification of causes to appropriate authorities.

Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.

Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PHYSICAL DEMANDS

Approximately 50% of the work is primarily sedentary. The other 50% will be visiting manufacturing facilities, regularly require extended periods of walking, standing, or bending while observing manufacturing operations, witnessing tests or examining material and processes. Employee must pass an annual physical exam and be certified to wear a respirator as needed to complete their duties.

WORK ENVIROMENT

Approximately 50% of the work is performed in an office-like setting involving everyday risks or discomforts which require normal safety precautions. The other 50% is in travel status and within industrial facilities, warehouses, and manufacturing environments. Industrial and manufacturing environments can create exposure to the risks, hazards and conditions requiring special precautions and clothing, such as site visits to DLA Strategic Materials field activities or periodic visits to manufacturing or vendor managed storage facilities.

Substitution of education may not be used in lieu of specialized experience for this grade level.
