The Development Engineering Division of the City of Redmonds Planning Department is currently recruiting for a Senior Transportation Engineer with a focus on transportation and traffic engineering review and project management. In this role, youll serve as the subject matter expert for transportation-related reviews, which include evaluating transportation and traffic design elements, and collaborate closely with internal reviewers and external applicants to guide private development projects through the City's permitting process.

- Prepare or review project plans and specifications, including drafting as needed; analyze project requirements, physical location, and other pertinent data; prepare engineer's estimate of cost; assure that project designs are in compliance with a variety of state, federal, and city laws, codes, ordinances, and regulations governing public works projects and private projects submitted in development review.
- Develop scope of work and requests for proposals (RFPs); select consultants; finalize contracts; review work product; monitor budget and schedules; provide technical assistance to contractors; manage project resources and approve final work product for a wide range of public works projects, including capital improvement projects.
- Perform detailed and complex engineering studies, designs, and field inspections, developing conclusions and recommendations.
- Oversee projects to develop regulations from project inception through internal review and council adoption.
- Participate in regional management groups in order to remain current on relevant issues and provide technical input to groups who may influence the City of Redmond's actions.
- Represents the City in communications with public agencies, private utility companies, contractors, developers, business owners and the general public.
- Write correspondence related to project administration, including inspection, testing reports, change order preparations, and dispute resolution.
- Coordinate project activities with city employees, contractors, other cities and districts.
- Plans, directs, and manages multiple diverse and complex engineering projects, programs or systems.
- Recommends or influences changes to policies and procedures to accomplish general goals.
- Represent the City in negotiations with businesses, contractors, other local jurisdictions and property owners and have the authority to commit City resources to achieve work objectives.
- Ensures conformity and quality assurance of complete project documents, engineering projects, programs or systems.
- Participate as a professional expert in legal matters related to engineering projects.
- Recognize those project issues that could generate potential contractor claim disputes.
- Coordinate, supervise and provide fiscal tracking, quality control and safety oversight, from bid award through project final acceptance.
- Develops alternative methods of detailed analysis based on sound professional judgment addresses complex problems and judges the applicability and adequacy of methods.
- Identifies and evaluates impacts from proposed private and public development and negotiates with developers on improvements and/or fees necessary to mitigate these impacts, taking into account city codes and case law.
- Conducts peer review of technical reports and designs of complex private development projects prepared by consultants to ensure compliance with city codes and engineering standards.
- Prepare interpretations of complex issues related to both public and private development projects.
Education and Experience
- Bachelor of Science degree in civil engineering or related field from an accredited college or university.
- Seven (7) years engineering experience which includes three years of project administration and management responsibilities.
- Any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.
Licenses and Certificates
- Engineer-Senior requires a Professional Engineer's License.
- Valid Washington State Driver's License required
