GENERAL DESCRIPTION
This is a highly skilled position that performs all maintenance to pumps, motors and all other machinery and equipment associated with utility plants and lift stations. Work is performed under the general supervision of the Distribution Systems Supervisor. ESSENTIAL JOB FUNCTIONS
  • Coach, develop, lead and mentor Trainees and Distributions Systems Operators with all aspects of the repairing of and installation of water service lines, water mains and system infrastructure.
  • Performs tagging out-of-compliance meter and backflow devices.
  • Reports unsafe field conditions to the senior Distribution Operator or supervisor.
  • Reports safety hazards or needed repairs of equipment to the senior Distribution Operator or supervisor.
  • Helps prepare daily reports and keeps various records.
  • Performs daily vehicle checks. Cleans truck and performs minor maintenance, as needed.
  • Participates in the development and maintenance of the ISO Certification Policy.
  • Utilizes electronic devices to update CMMS work order and for data collection.
  • Responds promptly to emergencies or critical incidents while following procedures to mitigate risks.
  • Routinely uses and operates carious hand and power tools, as well as gas powered equipment to perform excavation and repairs.
  • Ability to operate and transport heavy equipment used in utility excavation such as backhoes, skid steers, loaders and excavator on an as needed basis.
  • Performs general housekeeping duties as required.
  • Follow oral and written directions to complete tasks designated by their direct supervisor.
  • Performs preventative and corrective maintenance on all utility infrastructure.
  • Tests and inspects equipment to evaluate operating condition.
  • Maintains inventory of maintenance supplies.
  • Accurately completes and maintains work orders, records, reports and forms.
  • Coordinates and assists with purchasing, scheduling and outsourcing repairs and maintenance.
  • Reads and interprets drawing, blueprints and electrical schematics on all utility equipment.
  • Ability to utilize and interpret SCADA systems.
  • Utilizes charts, dials, gauges and meters in the maintenance and repair of all mechanical equipment.
  • Assists with the development and implementation of new technology upgrades including telemetry systems, rehabilitation of equipment and cost savings techniques.
  • Participates in the performance of periodic system operational integrity and safety tests to verify proper operation of processes.
  • Briefs the supervisor and/or superintendent of activities performed, maintenance adjustments or situations encountered during shift.
  • Reports failure of equipment to supervisor and/or superintendent.
  • Follows all safety procedures which include lockout/tag out, confined spaces, eye and hearing protection.
  • Assists in annual budget preparation and planning.
  • Responds to on call request before and after standard scheduled hours and to work weekends and nights as required.
  • Performs duties of Distribution Systems Supervisor in their absence.
  • Establish and maintain Standard Operating Procedures.
  • All other job duties as assigned.

Knowledge/Skills/Abilities:
  • Mastery knowledge of the safe operation and maintenance of tools and equipment required to perform assigned tasks.
  • Mastery knowledge of occupational hazards and safety precautions.
  • Mastery knowledge of utility distribution system maintenance.
  • Skilled in verbal and written communication along with strong customer service skills.
  • Skilled in the use of small office equipment, including copy machines or multi-line telephone systems.
  • Skilled in using computers for data entry.
  • Ability to work in a team environment and to establish and maintain effective working relationships with City officials, other agencies, departments, employees and the public.
  • Ability to take lead or supervise field crews as needed in absence of Distribution Systems Supervisor.
  • Ability to effectively communicate with all staff.
  • Ability to absorb, analyze and apply new technical information.
  • Ability to develop sound record keeping procedures and to prepare accurate records.
  • Ability to perform a variety of plant maintenance and housekeeping work.
  • Ability to perform basic mathematical calculations.
  • Ability to work independently.
  • Ability to be on call and to work weekends and nights as needed.
  • Ability to perform heavy manual labor; to drive trucks and operate other light and heavy equipment necessary to perform assigned duties.
  • Ability to plan, organize, and use mature judgment in evaluating situations and making decisions in accordance with established policy.
  • Ability to safely operate power tools and motorized equipment.
  • Ability to develop sound record keeping procedures and to prepare accurate records.
  • Ability to perform a variety of plant maintenance and housekeeping work.
  • Ability to perform basic mathematical calculations.
  • Ability to work independently.

Education and Experience:
  • High School Diploma from an accredited high school or possession of an acceptable equivalency diploma is required.
  • ·Five (5) years of work experience in the utility field as it relates to distribution maintenance.
(A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)
Licenses and Certifications:
  • Must possess a valid State of Florida Class A CDL Drivers License with a Tanker endorsement by date of hire.
  • Must currently possess a Water Distribution Operator Level I.
  • Must possess and maintain Intermediate Maintenance of Traffic/Temporary Traffic Control certification upon hire.
  • Operator training for all equipment and hazards is required.
  • Must possess and maintain Trenching and Shoring certification upon hire.
Emergency Response Responsibility
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
