Street Department Assistant Superintendent

Responsible for assisting in the supervision and maintenance of the City's streets and drainage systems, programs and services.

This job class is a supervisory level classification that assists in operations and maintenance of the streets and drainage systems for the City. It is distinguished from the Superintendent in that the latter is a management level classification responsible for all operations. This list is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and duties performed by incumbents within this classification. Incumbents are required to be in attendance and prepared to begin work at their assigned work location on specified days and hours. Factors such as regular attendance on the job are not routinely listed in the job descriptions but are an essential function. Essential duties and responsibilities may include, but not limited to:
  • Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department; assists in the preparation and administration of the department's budget.
  • Participates in selection of staff; plans, organizes, administers, reviews and evaluates the activities of assigned staff; trains staff in work processes and procedures; assists in review and documentation of incidents and injuries involving staff and equipment.
  • Ensures that safe work practices and procedures are followed and that appropriate safety equipment is utilized; conducts safety meetings.
  • Assists in supervision of staff and operations activities of street department activities and programs; inspects completed work and work sites to verify proper work methods, techniques and safety practices; oversees processes, resource needs, recommendations for improvements and expansions, administers policies and procedures.
  • Assists Street Superintendent with planning and coordinating development and maintenance projects performed by City and contract staff; assists with estimating time, cost, labor and material needs; assigns staff and orders necessary equipment and materials; provides technical assistance to staff and discusses job details.
  • Ensures necessary materials, supplies, and equipment are available by maintaining an inventory of parts and materials and obtaining necessary parts, tools, and supplies.
  • Assumes responsibility for actions and safety of crews; inspects work in process; makes field decisions regarding modifications; provides technical advice to staff and solves operational problems.
  • Performs complex duties and provides technical assistance to crews.
  • Identify maintenance issues and plan maintenance solutions; develop schedules for maintenance and repair of department equipment, and infrastructure.
  • Responds to and resolves emergencies, inquiries and complaints; recommends and implements corrective action.
  • Coordinate department projects with local and regional agencies, contractors, utilities and ensure public notification.
  • Provides assistance to other City departments and outside agencies as required.
  • Ensures the safe handling and inventory of hazardous chemicals.
  • Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
  • Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.

  • Composing technical specifications, administering contracts and approving contract maintenance and repair work.
  • Read, interpret, and apply a wide variety of technical information from manuals, drawings, specifications, layouts, blueprints, and schematics.
  • Preparing clear and concise reports, correspondence and other written materials, utilizing various computer software programs.
  • Using initiative and independent judgment within established procedural guidelines.
  • Using tact, discretion and prudence in dealing with those contacted in the course of the work.
  • Maintaining accurate records of work performed.
  • Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.

Education and Experience:
  • High School Diploma/GED supplemented by specialized journey level training in the operation of heavy equipment; AND
  • Four (4) years of journey level experience in operation and maintenance of equipment common to municipal maintenance and construction;
  • OR an equivalent combination of education, training and experience.

Required Certificates, Licenses, and Registrations:
Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
  • Nevada Class B Commercial Drivers License with Tanker endorsement, within 6 months of employment.
  • Nevada Traffic Control Supervisor, and flagger certifications obtained within one year of hire date.

Mobility to work in an office or field setting, use standard office equipment and stamina to walk, stand and sit for extended periods of time, kneel, crouch, stoop, bend, squat; strength to lift and carry up to 50 pounds; vision to read printed materials and computer screens, and inspect work sites in the field; and hearing and speech to communicate in person or over the telephone. Hearing acuity required to sufficiently differentiate subtle changes in engine sounds. Must be able to communicate in extremely noisy environments.

WORKING ENVIRONMENT:
Work is performed in an office and a field setting.
Work is subject to performance under exposure to environmental conditions, frequent travel, hazardous chemicals, pinch points, moving objects, slippery surfaces, fumes, gasses, noxious odors, electrical currents, dust, biohazards, vibration, intense noise and in confined spaces. Frequent interruptions to planned work activities occur.
