Job Description

The Utah Department of Transportation (Department) is seeking a highly motivated individual to be an essential part of managing the consultant Qualifications Based Selection (QBS) process for engineering and engineering-related services. This individual will possess excellent interpersonal skills and the ability to effectively facilitate meetings and independently follow procedures under minimal instruction. You will guide and support Department employees, consultants, and local agencies through the selection and contracting process.

Principal Duties

As the Consultant Selection Facilitator & Contracts Analyst, your key responsibilities will include:

Solicitation Process Facilitation: Facilitate the consultant solicitation process, ensuring compliance with the Brooks Act, Federal Code, Utah Procurement Code, and related policies.

Compliance & Quality Assurance: Conduct thorough contract and proposal compliance reviews to ensure adherence to procedures, regulations, and standards. Perform Quality Control/Quality Assurance (QC/QA) for RFQ documents and manage proposal access requests.

Stakeholder Communication & Coordination: Communicate effectively with Program/Project Managers, consultants, and stakeholders. Act as a liaison on procurement policies and procedures. Coordinate consultant meetings. Ensure effective coordination with Project Managers and maintain professional communication with consultants for efficient solicitation and contract execution.

Contract Compliance & Administration: Understand and apply rules, regulations, policies, and processes related to Qualification Based Selection (QBS) for engineering and engineering-related services for transportation projects. Perform comprehensive reviews of procurement and contract documentation for quality, accuracy, completeness, and adherence to applicable federal and state laws, regulations, and Department rules, reconciling discrepancies as needed. Manage solicitations, including advertising, communicating with proposers, performing proposal reviews, administering the evaluation process, and notifying proposers of selection results. Negotiate or mediate issues with internal and/or external stakeholders, resolve issues or complaints, and assist Project Managers with contract negotiations.

System Integration & Support: Participate in new business system process workflow development, and assist in testing new system features.

Support contract negotiations: Assist Project Managers and Selection Teams in finalizing and advertising solicitations (Request for Qualifications). Provide guidance and support throughout the process.

Minimum Qualifications

In order to qualify, you must have:

A Associate's degree, or higher, in a related field of study OR related equivalent experience.

Experience and ability to organize, schedule, and facilitate meetings, guide collaborative efforts, and build positive relationships with stakeholders at all levels.

Excellent interpersonal and communication skills.

Demonstrated experience with managing processes and the ability to identify potential process improvements.

Ability to learn and understand procurement processes, including Qualifications-based Selection (QBS) for engineering and engineering-related services, as well as contract development and practices.

A strong understanding of compliance matters related to government regulations and standards.

Preferences

Preference may be given to Department or State employees, or individuals with relevant experience or related qualifications in the following areas:

Direct experience with Qualifications-based Selection (QBS) processes for engineering and engineering-related services, as well as familiarity with the Brooks Act and contracting processes.

Proficiency in meeting facilitation and team collaborations.

Here is some information you should be aware of:

This position requires some travel for project meetings but may allow a flexible, or 4 day work week (totaling 40 work hours).

Working Conditions - Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.

Physical Requirements - Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.

Employee may be reassigned to a different location as deemed necessary by the Region Director/Group Leader.
