The City of Fayetteville is currently recruiting for a Plans Examiner Supervisor to be r esponsible for managing plan examiner activities to include organizing, prioritizing, and delegating staff assignments; training and monitoring activities for quality and efficiency; and preparing weekly and monthly reports. Oversee and perform quality control reviews on completed plan reviews before approval or denial of project. Ensure compliance with NC State Building Codes are followed. Perform professional and highly technical level work in the technical construction code field by the review and oversight of plans, specifications, and calculations to verify conformance to the technical construction related codes as adopted by the State of North Carolina and City of Fayetteville. Provide information to the public and other staff members for the building, electrical, mechanical, and plumbing aspects of these technical codes. Assist with the permit application process by ensuring the completeness of applications and supporting documentation. Perform related work as required and related regulations as directed by ordinance, resolution, and state law.

  1. Manage all plans examiner activities to ensure compliance with NC State Building Codes; by overseeing the compliance review of plans and specifications of new construction, additions and alterations to residential, commercial and all other types of structures; determine compliance with the provisions of applicable technical construction codes, ordinances and regulations; review technical construction plans for change of use, occupancy, or compliance with applicable codes and ordinances.
  2. Ensure submitted drawings of proposed construction submitted by applicants seeking authority to obtain a construction permit meet compliance; review and authorize sign permits issuance after structural review and approval; authorize approval of the project plans for the issuance of construction permits; prepare reports of activities and writes letters of corrections/acceptance.
  3. Oversee the review of applications from the public to ensure necessary information is provided; assist in providing appropriate information related to the completeness of the application and explain the application process.
  4. Prepare correspondence to homeowners, contractors, and others for needed corrective action needed on reviewed construction drawings along with the technical code and ordinances references that apply; discuss with customers compliance notices that have been issued requesting compliance that relate to violations and maintain records of the information provided for possible legal actions.
  5. Answer questions and provide information to the public, real estate agents, bankers, contractors, architects and homeowners regarding all technical codes and related issues; confer with architects, contractors, builders and the general public in the field and office; explain and interprets requirements and restrictions; confer with inspectors and personnel from other departments and divisions to ensure consistent code and ordinance enforcement; make recommendations for action; assist staff in solving controversial issues.
  6. Research computer records and files regarding a variety of building related issues; maintain files and reports regarding plan review activities and findings; prepare daily reports of plan review activities performed and results.
  7. Provide technical information and make appropriate recommendations on fire damaged buildings to ensure customer has all appropriate and sufficient information to determine the scope of the damage and areas needing repair.
  8. Monitor the review process by routing applications and plans; tracks applications through the approval process. Notify supervisor of applications requiring special attention to expedite the approval process.
  9. Select, train, motivate and evaluate personnel; provide or coordinate staff training; evaluate employee performance; work with employees to correct deficiencies; plan, prioritize and delegate work of assigned staff.
  10. Advise and assist department staff on technical matters as needed.

Experience : Six years of increasingly responsible plans examiner and/or inspection experience involving the full range of plans examiner and/or inspection duties, and one year of supervisory experience. Training : Equivalent to a Bachelors degree from an accredited college or university with major course work in construction management, civil engineering, architecture or a related field.
LICENSING & CERTIFICATIONS: Required : North Carolina Standard Inspection Level III certification in Building, Mechanical, Electrical, and Plumbing. Possession of an appropriate valid drivers license and ability to maintain insurability. Preferred : None. From the time of closing, the selection process is anticipated to last approximately 4 - 6 weeks. The process will consist of a panel interview with the selected candidate being subject to a pre-employment drug screen, background check and driving history check. An Equal Opportunity Employer
