Position Summary Information
General Summary
The Fire & Life Safety Manager manages WSSC Water's Fire and Life Safety Program, ensuring applicable fire life safety codes are in place, and WSSC Water policies and procedures are implemented and enforced.
Essential Functions
Manages responses to critical fire safety issues and coordinates response with WSSC Water Police and Emergency Management, Occupational Health & Safety Department, and other internal WSSC Water departments, as necessary.
Oversees compliance of the fire life safety maintenance, testing, and inspection of fire protection equipment.
Ensures coordination with the General Services Dept. to accredit fire life safety maintenance, testing, and inspection of fire protection equipment functionality.
Manages the response to all fire life safety investigations, complaints and/or issues, including building code compliance inspections and policy enforcement.
Coordinates and participates fire and life safety related issues in the construction, renovation, and demolition plan review process.
Reviews new construction and renovation plans to ensure appropriate and consistent fire protection approaches that meet code and WSSC Water construction contract requirements.
Acts as WSSC Water's liaison on fire and life safety issues with state, local and Federal officials and agencies.
Provides subject matter expertise and guidance on fire life safety and safety issues to all staff and contractors of WSSC Water, when necessary.
Maintains records and related documents.
Responds to emergency alarms and other emergencies/incidents.
Develops, designs and reviews all emergency evacuation and emergency action plans, across WSSC Water.
Plans, conducts, and complies after action reports for fire drills, tabletop exercises, and full-scale exercises.
Complies after action reports and makes recommendations for improvements following fire alarm responses.
Works in partnership with General Services Dept. and other WSSC Water Departments and Offices regarding fire systems management, including sprinklers, smoke detectors and plant-wide alarms.
Ensures WSSC Water's Fire Life Safety program is in compliance with OSHA and applicable National Fire Protection Association (NFPA) code standards.
Performs other related duties and projects as assigned at the discretion of the immediate supervisor.
Acts as WSSC Water's liaison with the WSSC Water risk Insurance provider during site visits and other required interactions and tasks.
Other Functions
Assists WSSC Water in developing proactive departmental fire and life safety programs(s).
Provides quarterly reports on the organization's performance including established fire and life safety goals and objectives.
Develops and reports performance measures to the General Manager's Office of Performance and Accountability and other stakeholders, as directed.
Performs other related duties, as assigned.

Required Knowledge, Skills, And Abilities
Comprehensive understanding of current fire and life safety principles and practices as required by Federal, state and local laws, regulations and standards such as OSHA, IBC, and NFPA as well as WSSC Water enterprise policies, procedures and practices.
Comprehensive understanding and awareness of fire and life safety programs in a labor-intensive industrial environment.
Ability to create and manage WSSC Water enterprise programs; design, develop, formulate, recommend, and implement WSSC Water fire and life safety policies and procedures.
Must have knowledge of the FEMA Incident Command System (ICS), fire life safety best practices, & demonstrated experience in fire life safety emergency response.
Prepare inspection reports, and other correspondence.
Inspects facilities for fire code compliance and recommends and/or implements corrective actions.
Minimum Education, Experience Requirements
Bachelor's degree in Fire Protection Engineering or related discipline and 5+ years' experience in fire life safety/inspections or fire protection engineering
OR
High school diploma (or equivalent) and 9+ years' experience in fire life safety/inspections or fire protection engineering
Additional Requirements
Possession of a valid driver license with no more than 4 points and the ability to obtain and a WSSC Water driver's permit within 90 days of hire or transfer
Employees in this position are designated or considered emergency personnel; therefore, the employee must report to work as scheduled or as directed by their supervisor when WSSC Water declares an event that requires emergency personnel to report to work.
Certification from the IFSAC/ProBoard National Fire Protection Association or other nationally accredited association in the fields of fire life safety, fire protection engineering or investigations/inspections.
Preferences
Advanced proficiency with MS Office products (Word, Excel, PowerPoint, PowerBI)
Proficient in MS Project; experience tracking projects
IFSAC/ProBoard Fire Inspector III certification
Certified Fire Protection Engineer
Salary $96,038 - $163,523
