Job Description Summary Presents information on Weld County Youth Conservation Corps (WCYCC) to potential project sponsors to engage them in providing appropriate worksites for participants that will help them develop personal and work skills resulting in delaying or eliminating the need for out of home placement and to generate program funds through fee for service projects. Assists the Workforce Director in facilitating project safety, tracking and completion.

Job Description

Administrative (20%):

  • Completes and submits required Workers Compensation forms, facilitate all related tasks and work directly with all parties involved to ensure compliance by the affiliated youth participant.
  • Tracks inventory of program equipment and tools and acquire additional equipment and materials as needed.
  • Organizes project contracts and provides data to appropriate parties for fiscal tracking.
  • Tracks, maintains and reports grant specific information and outcomes in alignment with each sponsor or grant requirements.
  • Tracks, calculates, and reports the impact each project has on the community.
  • Reviews each project upon completion to verify that terms of completion were met and to ensure project sponsor satisfaction.
  • Maintains accurate documentation within member files reflective of applicable requirements established for each program.

Supervision (20%):

  • Provides frontline oversight and direct supervision of WCYCC Crew Leaders.
  • Assists in developing educational and professional development opportunities for staff.
  • Provides timely, honest, and positive coaching, feedback, and performance evaluations.
  • Ensures that crew leaders and staff are in compliance with the County, State and Federal policies and procedures and program rules and regulations.
  • Provides leadership, guidance and support to Crew Leaders ensuring a high level of performance and compliance.

Program Support (30%):

  • Recruits, identifies, and enrolls appropriate youth participants for projects and assemble work crews who are suited to accomplish project sponsors worksite goals.
  • Ensures the WCYCC AmeriCorps program reaches 100% enrollment each program year.
  • Identifies project sponsors that could benefit from work performed by work crews consisting of at-risk youth participating in WCYCC programs.
  • Generates sufficient funds through fee for service projects and grant opportunities to maintain the WCYCC AmeriCorps program.
  • Develops project plans for work crew activities.
  • Coordinates additional educational, teambuilding and social activities to ensure that youth participants and Crew Leaders acquire all mandatory training and any additional training that has been identified to enhance personal and program development.
  • Advises Crew Leaders and Corps members of risk factors and train Corps participants accordingly to ensure that a safe work environment is maintained.
  • Recommends and implements risk management measures for each project activity and obtain appropriate safety gear for participants.
  • Assesses and determines work site safety and risk factors, monitoring site activity and reporting any concerns or potential worksite issues to the Workforce Director.
  • Coordinates the WCYCC fleet of up to ten County vehicles and specialty equipment, scheduling preventative maintenance appointments, as well as vehicle repairs, with the contracted County Maintenance Department.
  • Maintains, repairs and monitors chainsaw usage to extend the lifetime of equipment and reduce program cost.
  • Transports appropriate equipment and tools to worksites when required.
  • In the absence of a Crew Leader, covers their daily responsibilities, which requires indoor and/or outdoor work.

Collaboration (20%):

  • Maintains strong relationships with project sponsors, partner agencies and community and faith-based service providers.
  • Works in close relationship with partner agencies such as child welfare, probation, pre-trial services etc.
  • Presents information about WCYCC to identified private and public employers and develops valuable work site opportunities for youth crews.
  • Reports employee concerns to the Workforce Director, working collaboratively to support processes to resolve concerns.
  • Works in collaboration with Department Administration and County Human Resources to include Risk Management and Workers Compensation.
  • Consults regularly with the Workforce Director on the progress of the project and provide recommendations on how to redirect activities of participants when needed to ensure project completion.

Other Duties as Assigned (10%):

  • Must adhere to established policies, procedures, and standards and ensure that oral and written directives, policy, and ordinances of Weld County are consistently and uniformly applied and reflect actual practice and current operating needs.

Required Qualifications
  • Satisfactory completion of an associate degree.
  • Equivalent combination of education, training, and experience, which provides the required skills, knowledge, and ability for the position, may be considered in lieu of the associate degree.
  • Three (3) years of experience working with youth, preferably in human services, youth corps, youth corrections, youth counseling or an educational environment, coordinating projects and/or youth activities.
  • Two (2) years full-time experience supervising and managing employees that includes directing work activities and evaluating employee performance.
  • OR Any combination of equivalent work experience and education or training that demonstrates skills and ability in Leadership/Communication, Workflow Organization, and Management and Employee Development and Building.
  • Knowledge of the construction trade with an understanding of building materials and equipment.
  • Must be skilled in using basic hand tools and equipment and be able to perform physical work activities.
  • Candidate must be able to work outside in all weather, on location at construction and other outdoor work sites.
  • Candidate must pass a pre-employment physical screening.
  • Candidate must be willing and able to obtain an S-212 FALA Chainsaw Certification within six (6) months of hire and S-212 FALB within one (1) year of hire.
  • Candidate must have a valid Colorado Driver's License and Liability Insurance.
  • Candidate must provide own transportation and be willing to travel throughout Weld County. A County vehicle will be provided to transport youth participants.
  • Candidate must have an acceptable Motor Vehicle Record (MVR) Report.
  • Candidate must pass Human Services Background Checks, which includes CBI/FBI fingerprinting and will continue to be monitored throughout employment.
  • Candidate must pass a drug screening. Ongoing random drug screens may occur for all employees required to drive County vehicles.
  • Candidate must possess the ability to enter data into several different computer programs.
  • Candidate must possess the ability to learn and apply new computer skills regularly.
  • Candidate must possess the advance knowledge of computer programs such as Microsoft Windows, Word, Excel, PowerPoint, OneNote, Teams, Outlook, and Adobe Acrobat Pro.
  • Candidate must possess the ability to read and comprehend instructions, correspondence and department policies and procedures.
  • Candidate must possess the ability to write correspondence.
  • Candidate must possess the ability to effectively communicate in one-on-one, small, and large group situations to customers, and other employees of the organization.
  • Candidate must possess the ability to apply math concepts and calculations in the work environment.
  • Candidate must possess the ability to apply common sense to problem solve in a work environment.
  • Candidate must possess the ability to work independently and handle high-stress situations, prioritizing competing tasks or responsibilities in a fast paced, high volume, and ever-changing work environment.

Preferred Qualifications:

  • Successful completion of bachelor's degree.
  • Ability to keyboard at 35 words per minute.

Work Environment:

  • Primary office location is the Greeley campus.
  • Reliable, predictable attendance within department business hours of 8:00 am to 5:00 pm Monday through Friday.
  • This position is in-person and is not eligible for consistent telework arrangements.
  • Attendance and active engagement in meetings and/or events outside of standard business hours required as appropriate.

This position is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act and is therefore ineligible for overtime pay.
