JOB DESCRIPTION

Hill International is seeking an Assistant Project Manager in Long Beach, California

RESPONSIBILITIES

Engage on large rail infrastructure program with focus on planning and advanced design from conceptual to final, construction procurement and management services during construction

Develop multiple projects budget and work plan, establish project priority, overseeing quality of all deliverable

Solicit budgets from various team members to support the project

Coordinate closely with the assigned design manager

Conduct meetings with port divisions, internal and external stakeholders, and agencies

Develop the Project Delivery Plan (PDP)

Apply for and obtain harbor development permits as well as permits from various agency such as: County of LA, POLA, POLB, Caltrans, UPRR, BNSF, ACTA

Coordinate with environmental planning for the initiation, development, and certification of California Environmental Quality Act (CEQA), and National Environmental Policy Act (NEPA) documentation

Develop and coordinate right of way requirements in coordination with real estate staff

Review, coordinate, and distribute key design phase milestone deliverables

Support the Port's Sustainability Program; examine potential enhancements to the program, determine sustainability goals for projects, perform sustainability assessments and prepare required documentation needed for green building rating systems such as LEED, Leadership in Environmental Design and Envision

Prepare applicable Board Memos for key project approvals and other related Board communications

Manage and coordinate project Risk Assessment process in accordance with the Port's Risk Assessment Manual

Identify project issues and quantify the potential impacts as they evolve throughout the project life cycle and change management process

Manage contractor prequalification process, when required

Secure agency permitting

Support the port's quality management program; examine potential enhancements to the program, perform Quality Assurance audits and prepare required documentation

Prepare and coordinate bid document approval with city attorney

Advertise bid documents, conduct pre-bid meeting, and perform bid responsiveness

Coordinate and hand-off project to construction manager when appropriate, attend weekly meetings with contractor, monitor budget and schedule, review and approve change orders and owner-initiated changes

Perform contract administration and support tasks

Support and assist with administering local, state, and/or federal grant programs

Provide periodic updates using the port's project reporting system (Unifier)

QUALIFICATIONS

Must have a minimum of 5 years' experience on similar projects including experience as an Assistant Project Manager

Requires a minimum of a Bachelor's Degree in Engineering, Construction Management, Technology, or related discipline or demonstrated equivalent combination of education, certification, training, skills, knowledge, and abilities

PE, CCM or PMP Certifications preferred

Experience and understanding of Project Management procedures including planning and budgeting, writing scope of work, creating work breakdown structure and project delivery schedule

Understanding of project delivery life cycle from planning and programing through design, procurement, construction and close out

Heavy Experience with civil engineer design of transportation project with focus on port, rail and utilities relocation projects

Hands-on problem-solving management style

The salary range for this position is $140,000-$160,000. The offered salary will be based on the applicants qualifications, education, experience and work location.
