Position Summary

The Project Manager will oversee maintenance and capital improvement-related work for the Private Management Portfolio, ensuring the physical assets are maintained and in compliance with providing safe and decent housing. This position will be responsible for ensuring that all development projects align with regulatory requirements, budgetary constraints, and contractual obligations. The Project Manager will be the key liaison between HABC, developers, contractors, and other stakeholders

All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives.

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.

  • Perform routine and HUD-mandated site and unit inspections to ensure full compliance with HUD guidelines, including NSPIRE (National Standards for Physical Inspection of Real Estate) evaluate overall property condition, identify health and safety deficiencies, monitor for deferred maintenance, and ensure corrective actions are documented and completed in a timely manner to maintain eligibility for HUD funding and program participation.
  • Oversee capital improvement projects in accordance with HUD regulations and agency policies, including scope development, budget planning, and project timeline; manage the full procurement process from vendor solicitation to contract award, accurately prepare submit eReq entries for purchasing approvals, track expenditures, and coordinate with contractors, consultants, and internal departments to ensure timely and cost-effective project completion.
  • Oversee maintenance operations and capital improvement projects across a portfolio of HUD-assisted and privately managed properties, ensuring physical assets are preserved and enhanced in accordance with regulatory standards.
  • Ensure all development and construction projects comply with HUD regulations, local building codes, and environmental requirements, as well as budgetary and contractual obligations.
  • Serve as the key liaison between the Housing Authority of Baltimore City (HABC), private developers, property management teams, contractors, architects, and other stakeholders to ensure clear communication and alignment throughout each project phase.
  • Monitor project timelines, budgets, and deliverables, proactively resolving issues to keep projects on schedule and within scope.
  • Generate benchmarking reports and graphs; interprets and drafts blueprints; develops detailed work scopes; exports data and reports to HABC Accounts Payable Processing System; supports procurement and contract management processes, including reviewing scopes of work, evaluating bids, managing change orders, and ensuring proper documentation and approvals are secured.
  • Conduct site visits and inspections to ensure construction and maintenance activities meet quality standards and HUD performance requirements.
  • Prepare and present regular reports to senior leadership and stakeholders detailing project progress, risks, compliance status, and recommendations for corrective action when necessary.
  • Analyzes and evaluates inspector reports on energy consumption and conservation; identifies inefficient usage; designs, formulates, and implements systems and strategies to reduce energy consumption.
  • Attends RAB Community Resident Council meetings to serve as a liaison between residents and management; addresses concerns related to maintenance, utility allowances for water and electricity, and excessive consumption charges.
  • Meets with other department heads and staff and serves on various task forces formed for specific goals and purposes.
  • Performs other duties, as assigned.

Minimum Education, Training, and/or Experience

Bachelor’s Degree in finance, public or business administration, or related field(s) and a minimum of 5 years of experience in affordable housing lending or property management in the public or private sector, and 2 years of supervisory experience. An equivalent combination of education, training, and experience may be considered.

Special Requirements

  • Possession of a valid Maryland driver's license.
  • Must be able to be covered under the Authority's fidelity bond.
  • Must be able to be covered under the Authority's vehicle insurance policy.
  • Must not engage in private real estate business.

Other Requirements:

  • Availability to work some evenings and weekends as needed.
  • Successful completion of a prescreening investigation, including verification of employment history and education credentials.
  • A 6-month probationary period applies to this full-time permanent position.
