What We're Looking For We are seeking a dedicated professional with ethical principles and a comprehensive understanding of procurement best practices.

Qualifications:

  • Education: Bachelor’s degree in Business or Public Administration, Business Law, Finance, Purchasing, or a closely related field.

  • Experience: Minimum of three (3) years of progressively responsible purchasing experience, preferably in a governmental or public sector setting.

  • Certifications: Certified Professional Public Buyer (CPPB) is required. The ability to obtain Certified Public Procurement Officer (CPPO) within two (2) years of hire is also necessary.

Skills & Abilities:

  • Unwavering integrity and personal and professional ethics.

  • Considerable knowledge of business practices and solicitation methods related to procurement, especially public procurement laws and procedures.

  • Excellent mathematical skills for cost and price analysis.

  • Understanding of infrastructure project delivery methods (design-bid-build, design-build, construction manager-at-risk, job order contracts).

  • Skill in preparing complex specifications, solicitations, and contract documents.

  • Proficiency in automated purchasing systems, common office software, and productivity tools.

  • Ability to interpret and apply complex rules, regulations, and laws.

  • Exceptional communication skills, both written and oral, with the ability to convey technical information clearly.

  • Proven ability to build effective working relationships and make impartial, objective decisions.



salary: $50,000 - $58,000 per year
shift: First
work hours: 8 AM - 5 PM
education: High School

Responsibilities

  • Manage cradle-to-grave procurements for architectural and engineering services, construction, and related supplies.

  • Prepare highly technical and complex specifications and solicitation documents, conducting thorough research and value analysis.

  • Analyze competitive sealed bids, proposals, requests for quotations, and statements of qualifications.

  • Conduct pre-bid and pre-proposal conferences and coordinate evaluation committees.

  • Recommend the most advantageous offers and qualified candidates for various contracts.

  • Consult with departments, consultants, contractors, and suppliers to ensure efficient procurement.

  • Review and approve purchasing documents, maintaining accurate records.

  • Identify opportunities for process improvement and greater value through efficient procurement methods.

  • Provide guidance to other employees and engage in procurement planning with client departments.

  • Effectively communicate and interpret purchasing policies and procedures.
