This position is Essential and is required to report to duty before, during, and immediately after a civil emergency.
Technical position requiring knowledge of the operation and maintenance principles of all activities related to the electrical operations and maintenance of water/wastewater treatment plants and related systems. Facilitates the development of public trust and confidence in the City and its Utility. THIS POSITION REQUIRES SCHEDULED/UNSCHEDULED OVERTIME, INCLUDING EVENINGS, WEEKENDS, AND HOLIDAYS AND/OR IMMEDIATE RESPONSE TO EMERGENCY CONDITIONS. The following duties are illustrative for this position. Other duties may be required and assigned.

  • Keeps the mission, vision and values of the City of Port St. Lucie and Utility Systems Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintaining high levels of work and productivity by generating innovative solutions to work situations.
  • Provides lead work direction to a group of electricians and journeyman electricians; responsible for instructing others in safety rules and ensuring safety rules are observed.
  • Performs skilled journeyman-level installation, maintenance, and repair activities on water treatment, wastewater treatment, reclaimed water systems, wastewater collection systems, water distribution systems, and generator systems.
  • Plans, organizes, and directs the uninterrupted flow of operations in the Utility Systems Department. Communicates regularly with Plant Chiefs, plant operator,s and Lift Station Supervisor in order to identify and prioritize any emergency situations.
  • Lead Electrician spends the majority of time working as a skilled electrical worker but has ancillary lead work and project planning responsibilities.
  • Monitors, assigns, directs, and participates in the work of those engaged in the routine daily activities of the electricians/journeyman electricians; Leads special projects assigned to electricians /journeyman electricians.
  • Inspects plant installations and directs or takes corrective action for electrical malfunctions.
  • Orders stock materials; selects and prepares lists of materials for jobs; orders supplies for jobs, and coordinates the workflow as per the manager's or supervisor's direction.
  • Inspects electrical work to ensure it meets quality requirements and specifications.
  • Ensures that employees, equipment, and materials are available to accomplish work tasks assigned.
  • Evaluates and analyzes data related to cost estimates (manpower, materials).
  • Oversees the maintenance of records and data entry.
  • Trains and instructs electricians/journeyman electricians.
  • Prepares work orders and analytical reports on preventive maintenance results on Utility systems and recommendations for alterations and additions to existing procedures and methods.
  • Ensures that repairs, construction, and installations comply with standards and specifications.
  • Regular and punctual attendance.
  • Other duties as may be assigned.

SUPERVISORY RESPONSIBILITIES

May oversee the work of non-supervisory employees. Carries out responsibilities in accordance with the Citys policies and applicable laws. Responsibilities may include training employees, planning, assigning, and directing work; addressing complaints and resolving problems.

EDUCATION AND/OR EXPERIENCE

Graduation from an accredited high school or possession of an acceptable equivalency diploma is required. College or university courses in a related field are preferred. Five (5) years of experience in electrical systems and components required. Five (5) years of prior Water/Wastewater Utility experience required.

A comparable amount of training, education, or experience may be substituted for the minimum qualifications.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Possession and maintenance of a Journeyman Electrician License is required for the duration of employment.
  • Possession of a valid drivers license and maintenance of a clean driving record are required, with the ability to obtain a valid Florida drivers license within 30 days from the date of hire.

KNOWLEDGE, SKILLS & ABILITIES

  • Knowledge of the standard methods, materials, tools, codes, and practices of the electrical trade, as well as electric circuitry involving motors, breakers, relays, etc.
  • Skill in the care of the tools and equipment of the electrical trade.
  • Ability to plan, lay out, and perform electrical work of average difficulty.
  • Ability to work from blueprints and/or sketches.
  • Ability to communicate effectively in writing and orally.
  • Ability to establish and maintain effective working relationships with employees and the public.
  • Ability to focus on the positive in every situation.
  • Ability to stay centered when challenged.

The employee must very frequently lift and/ or move up to 30 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, and the ability to adjust focus.
