Purpose of the Role

The Civil/Structural Quantity Surveyor plays a critical role in this journey by managing the financial and contractual aspects of civil and structural engineering works across complex, multidisciplinary projects. This role is responsible for optimizing value, ensuring commercial compliance, and maintaining cost transparency while safeguarding project quality, regulatory alignment, and sustainability considerations throughout the project lifecycle.

Key Responsibilities

  • Manage the cost planning, estimating, and commercial oversight of civil and structural works, including site development, foundations, steelwork, concrete, and associated infrastructure.

  • Prepare and review bills of quantities, take-offs, and cost models based on civil and structural engineering drawings and specifications.

  • Monitor, track, and report progress against civil/structural budgets, identifying variances, risks, and commercial opportunities for corrective action or value engineering.

  • Support tendering, procurement, and subcontractor evaluation processes for civil and structural packages, ensuring alignment with project schedules, budgets, and sustainability objectives.

  • Administer contract obligations, review claims, manage change orders, and support dispute avoidance and resolution relating to civil/structural scopes.

  • Engage proactively with engineering and construction teams to assess scope changes, verify field progress, and validate contractor payment applications.

  • Ensure compliance with local and international building codes, structural standards, and site regulations throughout commercial assessments.

  • Assist with lifecycle cost analysis and contribute to solutions that extend asset longevity and optimize long-term performance.

  • Mentor and guide junior quantity surveying professionals, particularly those focused on civil/structural disciplines, to promote accuracy, efficiency, and commercial best practices.

  • Use project controls systems and digital tools to manage, visualize, and report cost data in a timely and meaningful manner to key stakeholders.

  • Support post-contract evaluations and lessons learned to enhance future project performance and contribute to Worleys continuous improvement culture.

  • Actively align commercial activities with Worleys sustainability targets by integrating environmental, economic, and regulatory factors into cost and procurement decisions.

  • Qualifications / Skill Set

    • University degree in Quantity Surveying, Civil/Structural Engineering, Construction Management, or a closely related field; equivalent practical experience will be considered.

    • Strong understanding of civil and structural engineering design, construction practices, and materials, with demonstrated experience in managing costs for related scopes.

    • Proficiency in cost estimating, value engineering, procurement planning, and contract administration for heavy civil and structural projects.

    • Familiarity with key industry standards and codes relevant to structural and civil works, such as concrete, steel, piling, and foundation systems.

    • Working knowledge of contract types and risk allocation for infrastructure and industrial projects, including EPC, EPCM, and subcontracting models.

    • Experience with commercial management tools and systems, including quantity take-off software, cost reporting platforms, and ERP systems.

    • Ability to collaborate across engineering, procurement, construction, and project controls teams to deliver accurate, reliable, and timely cost information.

    • Excellent communication and reporting skills, with the ability to present commercial matters clearly to technical and non-technical stakeholders.

    • Leadership capability to manage or support functional teams and junior professionals, encouraging performance, quality, and accountability.

    • Commitment to ethical practices, health and safety standards, and the integration of sustainable principles into commercial and project planning.
