This is an onsite position in NASA Wallops Flight Facility in Virginia's eastern shore.
- Analyzing interrelated program issues of effectiveness, efficiency, developing recommendations to resolve issues and problems, and applying program and principles relating to operations to ensure program accomplishment
- Developing, identifying, defining, and resolving complex technical and management issues related to manning, funds, etc., and the corresponding development efforts to facilitate the notification and determination of alternative ways to achieve the best mix of staffing, equipment, and support is required
- This position has the overall responsibility for the AFFL R2E program to ensure that contract actions are reasonable/responsive, effective and efficient to bring integration of practices across sites, unifying both the work and employees into the contract supporting MAP consolidation efforts at a regional level.
- 8-10 years of related work experience
- 2 + years of hands on project management experience and planning.
- BS Degree in related field. One year of experience may be substituted in-lieu of each year of education.
- Successfully held managerial positions for a combined minimum of ten years in Operations and Maintenance positions serving more than one location, multiple customers, and/or serving multiple tenants.
- Experience managing base operations (comprehensive center operations) with mission critical facilities in an IDIQ task order contracting environment including FFP and CPFF tasks.
- Management experience, including managing the safety and quality assurance oversight, of the minor construction task orders greater than $10M a year.
- Knowledge of NASA regulations, principles, and practices pertaining to Project Management functions.
- Knowledge of a broad range of regulations, concepts, principles, and practices of trades and crafts managed and supervised.
- Knowledge of the use of Union Collective Bargaining Agreements, Service Contract Act, and Davis Bacon Act labor forces.
- Knowledge of project planning, funding, and project management systems.
- Skilled in analyzing, evaluating, and interpreting readiness factors, and formulating procedural solutions to problems.
- Knowledge and experience in cost reductions with application of Reliability Centered Maintenance (RCM) Programs.
