Job Summary The Deputy Director of Construction Safety - Core Capacity will provide oversight and compliance of the Core Capacity Program's Safety Management Plan and will be responsible for monitoring construction site safety activities to ensure compliance with all federal, state, and local regulations. The Deputy Director of Construction Safety - Core Capacity will report to the Director of Construction Safety will be accountable to the Core Capacity Program Director, the Director of Transit Rail Safety, and their respective supervisors. Duties & Responsibilities Assist and support the Core Capacity Program in the management and oversight of construction safety programs needed to conform to State and Federal Occupational Health and Safety (OHS) standards and regulations in the realms of capital and infrastructure development and upgrades.Conduct daily documented inspections using MBTA software of facilities, job sites, machinery, and safety equipment to identify and correct potential hazards, and to ensure regulatory safety compliance.Develop and implement key safety performance indicators and measurements of the various OHS component functions and activities.Provide technical engineering support for the safety and security certification of new installations and construction, including start-up, testing, and activation of Core Capacity systems, including employee, passenger, and fire life safety.Support the Core Capacity OHS Steering Committee, OHS Working Group, senior leadership, management, consultants, and labor to develop, facilitate, coordinate, and execute various OHS program initiatives, efforts and compliance within the areas of workplace safety, environmental, security and system-wide accessibility.Review Core Capacity Contractor's construction work plans & safety task analysis (STAs) for suitability and conformance to project safety expectations.Conduct accident/incident investigations, including those involving regulatory required inspections, involving Authority vehicles, facilities, Core Capacity construction sites, employees and/or equipment and assist with accident/incident development of corrective actions as required by the Core Capacity Health and Safety Management Plan.Assist with conducting and/or coordinate training programs and develop safety procedures.Assist with directing and coordinating with all Authority departments to ensure that all safety related activities conducted by the departments are performed in accordance with the Safety Plan (SP) and in compliance with applicable codes and regulations.Work collaboratively and maintain open lines of communication with Core Capacity Program Safety Team and the Program Construction Team to identify and mitigate hazards, project status and prepare reports as necessary.Supervise the performance of consultant safety inspectors, to ensure compliance with the professional service contract.Coordinate with Green Line Operations throughout the Core Capacity program delivery to ensure a seamless handover of the completed program for revenue service.Assist as requested with the maintenance of project safety documentation through eBuilder.Promote health and safety education, awareness, and engagement through scheduled meetings.Verify Personal Protective Equipment (PPE) is available to all Core Capacity employees and monitor their use of such equipment to ensure proper fit and use.Drive a company or personal vehicle to visit/inspect work sites and to assist at emergencies and/or events twenty-four (24) hours per day, seven (7) days per week.Perform all other duties and projects that may be assigned.SupervisionConstruction Safety Team employees. Minimum Requirements & Qualifications Bachelor's degree from an accredited institution in Occupational Health and Safety, Engineering, Construction Safety, Construction Management, or related field.Five (5) years of experience in safety construction on large/complex rail or heavy construction projects.Two (2) years of related leadership, supervisory, and/or management experience.Valid driver's license.OSHA ten (10) hour construction (29 CFR 1926) safety certificate.Working knowledge/understanding of 49 CFR Parts 200-299 (FRA Regulations).Ability to complete, apply, and adhere to concepts in safety training including but not limited to SMS Fundamentals, ICS 100, 200, 700, and 800 as well as other assigned courses offered by the MBTA within the first month of employment. Ability to complete a Public Transportation Safety Certification Training Program (PTSCTP) within three (3) years of employment.Effective organizational, analytical, confidentiality, quantitative, multi-tasking and time management skills.Ability to demonstrate strong analytical, communication and report writing skills; including the use Microsoft Word, Excel, Power Point and other database applications.Ability to effectively communicate with regulatory agencies, community organizations and others on technical and sensitive matters.Ability to drive a company or personal vehicle to visit/inspect work sites and to assist at emergencies and/or events twenty-four (24) hours per day, seven (7) days per week.Ability to respond to hazardous conditions and perform observations in the field. Substitutions Include A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement. An Associate's degree from an accredited institution with an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement. A Master's degree in a related subject substitutes for two (2) years of general experience. A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.Preferred Experience and SkillsThree (3) years of related experience in a supervisory capacity.OSHA thirty (30) hour construction (29 CFR 1926) and/or general industry (29 CFR 1910) safety certificate, relevant safety training courses such as those provided by the Transportation Safety Institute or equivalent, possession of or the ability to obtain World Safety Organization Certification or equivalent.Experience in the construction industry within a transportation environment.Experience with transportation equipment, such as vehicles, track, structures, facilitates, power, signals, communication and control systems. Job Conditions: Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English. Be at least eighteen (18) years of age, except if participating in an approved high school internship / co-op program. Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role. Ability to provide internal and external customers with courteous and professional experiences. Ability to work effectively, independently, and as part of a diverse workforce team (or supervise, if required). Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers. Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op.
