The City of McMinnville is recruiting for a Public Works Mechanic. This position is responsible for mechanical work in the repair, overhaul, and maintenance of light and heavy automotive equipment, trucks and road construction equipment, and non-automotive equipment. The Mechanic position establishes priorities on vehicle and equipment repairs, diagnoses problems, performs repairs, and overhauls and rebuilds gas engines. This position is responsible for preventive maintenance and manages the Public Works Division stores (parts, supplies, tools, and equipment).

Please submit applications by Thursday, August 21st. ESSENTIAL JOB FUNCTIONS :
Coordinate and Prioritize Work Orders and Preventative Maintenance for Vehicles and Equipment
  1. Receive work orders and prioritize, including coordinating work order schedules and completing and submitting all assigned work orders.
  2. Perform routine and scheduled maintenance on vehicles and equipment including changing oil/filter/fluids, completing visual vehicle inspection checklist

Complete Diagnostics and Perform Repairs
  1. Diagnose mechanical and electrical problems in automotive equipment, heavy equipment, and non-automotive equipment, by using test equipment including code readers, test lights, etc., using precision measuring equipment including micrometers, caliper, and dial indicator.
  2. Perform major tune-ups, overhauls, and rebuild gas engines, including replacing spark plugs, distributor cap and rotor assemblies, rebuilding or replacing carburetors, and small engine cylinder and piston replacements.
  3. Repair differentials, transmissions, clutches, electrical systems, drive trains, suspensions, hydraulic systems, and equipment tracks by conducting hydraulic system pressure tests and interpreting results, replacing hydraulic system components, utilizing test meter to diagnose and repair electrical issues, and making replacement hydraulic hoses.
  4. Inspect, adjust, and rebuild brakes, including air brake systems through diagnosing brake issues in air brake systems, replacing brakes, resetting ABS/Speed sensor and rebuilding wheel cylinders and master cylinders.
  5. Fabricate and modify new parts for vehicles and equipment, including operating a cutting torch, arc welder, MIG welder, plasma cutter, lathe, and hydraulic press.
  6. Perform field and on-site maintenance and minor repairs of equipment and vehicles, including applying lubricates, changing oils, filters, fuels, greases, and replacing parts.
  7. Assists other departments city wide through finding, sourcing and helping with special projects.
  8. Perform Public Works Facility Maintenance including winterizing faculty, conducting generator test runs, and servicing and cleaning the ice maker.

Order, Receive, Store, and Distribute Parts and Supplies
  1. Maintain inventory and related records, including preparing weekly, monthly and specialty orders.
  2. Verify received items against packing slips and purchase orders and check for damage and compliance with specifications.
  3. Gather cost information for parts and repair services.

Purchasing
  1. Assist in developing purchasing specifications for Division equipment and vehicles
  2. Help write purchasing specification sheets, through comparing options of new and used vehicle/equipment for applications needs, and making sure parts and serviceability are acceptable.

Participate in Emergency Response Operations
  1. Participate in emergency event operational planning and set up.
  2. Function on crew in emergency response operations as an equipment operator.
  3. Provide vehicle and equipment mechanic support during events.

GENERAL JOB FUNCTIONS:
  • Establish and maintain effective working relationships with staff, other agencies, and the public.
  • Perform other duties as assigned within the scope of the classification.
  • Participate in committees when requested.
  • Maintain proficiency in job requirements which may include attending training and meetings, reading materials, and meeting with others in areas of responsibility, which may require travel.
  • Maintain work areas in a clean and orderly manner.
  • Maintain confidentiality, data integrity, and comply with all related city, state, and federal standards related to confidentiality.
REQUIRED QUALIFICATIONS :
Any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described. A typical way to qualify would be an associates degree in a related field and at least two (2) years of related experience. This position also requires:

Knowledge of:
  • The principles of gas and diesel engines.
  • Vehicle and equipment servicing requirements and methods.
  • Storekeeping methods, practices, inventory control and record keeping.

Skill and Ability to:
  • Use tools and equipment used in engine, equipment and vehicle repair and adjustment.
  • Use testing equipment including diagnostic equipment and electrical charging tester.
  • Use welders, cutting torch, metal lathe, and hydraulic press.
  • Operate vehicles and heavy equipment.
  • Diagnose mechanical and electrical defects in trucks and heavy equipment.
  • Overhaul all major components of gas engines.
  • Repair brake systems, transmissions, differentials, clutches, electrical systems, drive trains, suspensions, tracks, and hydraulic systems.
  • Read and understand wiring and hydraulic schematics
  • Exemplify traits that reflect the Citys culture, including integrity, a customer service orientation, cultural competency, trustworthiness, flexibility and a willingness to change.

SPECIAL REQUIREMENTS OR LICENSES :
A valid Oregon Class B CDL with air brake and tank endorsements is required within 6 months of appointment.
First aid & CPR card, Hazardous material handling training, work zone traffic control certification. WORKING CONDITIONS :

This position is designated as an essential employee role, requiring the individual to be available and responsive during regular working hours as well as in the event of unexpected situations, emergencies, or critical operational needs. This may include working outside of regular hours, including weekends or holidays, based on business needs.

The position requires regular (60-80%) ability to use dexterity and fine motor skills assemble, build or repair machines or other objects. Occasional (21-50% of the time) use of office equipment. The position requires moderate (40-60%) physical effort such as lifting, carrying, or movement, etc. Movements required to complete work require high degree of speed, agility, hand eye coordination and equipment operation. The work environment has substantial hazards or obstacles (60-80%). There may be a substantial personal risk or hazard. Job conditions are uncomfortable, with substantial (60-80%) issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, inside/outside work, dirty conditions, exposure to contagious disease, etc. Driving may be a major responsibility of this position.

SUPERVISORY RESPONSIBILITIES :
Supervision of others is not a typical function assigned to this position. May provide training and orientation to newly assigned personnel and may assign work to student workers.

SUPERVISION RECEIVED :
Works under the general direction of the Streets Maintenance and Operations Supervisor.
