The Airport Capital Projects and Development Manager oversees the planning, design, construction, and environmental considerations of airport modernization, rehabilitation, and new construction projects. This senior management position administers contracts, manages consultant and contractor teams, and ensures compliance with federal, state, and local regulations in support of Division objectives, which include Airport Infrastructure, Planning & Development, and Sustainability.

Airport Infrastructure: Provide and maintain infrastructure that supports operations and positions the Department for growth. Expand capacity, improve safety, and enhance services for our employees and customers.

Planning & Development: Maintain comprehensive plans to guide future airport development that allows the Department to evolve in an efficient and financially prudent manner.

Sustainability & Utilities: Identify opportunities to enhance the Department's ability to provide utility services to tenants and customers, including increasing our capacity to support future demand. Identify and incorporate new technologies, practices, and products into infrastructure projects to extend useful life.

  • Assists the Director of Airports with the development of capital improvement projects, prioritization of facility/pavement/infrastructure needs, and collaborates with other Divisions to define objectives, budgets, and timelines of both vertical and horizontal multi-discipline projects.
  • Coordinates with various Divisions to determine project scope, gathers and prepares information regarding design, specifications, materials, equipment, deliverables, estimated budget, and timeline to achieve completion of modernization, rehabilitation, and/or new construction projects.
  • Administers contracts for project development work, as well as leading in the selection process. Recommends approval of the work to Director and Department leadership.
  • Supervises and assists in the development and submittal of grant applications. Supervises grant administration, which may be done in concert with other Department administrative staff.
  • Oversees teams of consultants and contractors for various projects, including airside and landside at both airports, and directs projects from conception to completion.
  • Coordinates with stakeholders, consultants, and contractors in the administration of construction contracts and ensures that periodic on-site progress inspections for contract compliance are conducted. Monitors project budget and schedules to ensure appropriate actions are implemented to achieve successful project completion and/or grant compliance.
  • Communicates with internal and external stakeholders on proposed and existing projects; meets with focus groups, technical committees, and public agencies to introduce and discuss project plans, generate support, and encourage participation by sharing project goals and purposes.
  • Compiles and maintains land records, parcel development drawings, financial records, reports, and various other forms of pertinent information in an organized and professional manner as mandated by policy and regulations. Where appropriate, develop internal policies and procedures for the retention and disposition of records.
  • Prepares clear, concise, and comprehensive written reports and provides explanations through the use of plans, drawings, graphics, spreadsheets, and other communication methods to audiences of varying familiarity.
  • Effectively communicates both verbally and in writing, including the preparation of contracts, schedules, expenditures, and project reports.
  • Maintains productive relationships with managers, co-workers, consultants, contractors, and regulators; and engages in problem solving, team building, and partnerships to accomplish the overall objectives of the Department.
  • Maintains confidentiality and handles sensitive information appropriately.
  • Performs a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines, changing priorities, and evolving guidelines.
  • Prioritizes a variety of tasks with little supervision and uses good judgment.
  • Coaches and cultivates staff development and leadership skills, including identifying and/or creating training opportunities.
  • Demonstrates ability to lead, complete, and interpret comprehensive studies and assessments.
  • Exercises a high level of independent judgment and discretion with respect to matters of critical significance.
  • Possesses the ability to use a computer to access, interpret, and record information.
  • Ability to pass background checks to be issued a badge for the entire airport environment.

  • Knowledge of general and governmental facilities management principles, program methodologies, and procedures as it relates to airports
  • Knowledge of airport capital program procedures and practices for federally obligated airports, specifically for both commercial service and general aviation airports
  • Knowledge of federal, state, and local ordinances as they relate to airport development
  • Project management methods and practices for planning, budgeting, scheduling, and monitoring performance, and evaluating results.
  • Knowledge of conceptual airport design and airport design standards, with the ability to interpret design drawings and renderings.
  • Knowledge of facility space planning, programming and design, and building condition assessments.
  • General knowledge of building construction and systems.
  • Considerable knowledge of construction methods, materials, and equipment.
  • Ability to effectively plan, organize, and supervise the work of others.
  • Ability to traverse uneven terrain, climb steps or ladders, and tolerate airborne environmental nuisances associated with construction sites.
  • Ability to lean and reach as needed to read and interpret plans and speci?cations from a print that may be as large as 36 by 48 inches with information printed as small as twenty characters per inch.
  • Ability to develop and maintain effective working relationships with associates, representatives of other organizations, and the public.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Requires the operation of a vehicle and the ability to acquire and maintain a valid Kansas driver's license.
  • An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.
  • A bachelor's degree from an accredited college or university.
  • Five (5) years of experience directly related to airport planning, airport design, or airport construction.
  • Five (5) years of experience managing projects and budgets.
  • Two (2) years of experience managing diverse teams and overseeing contracted work.
  • A valid driver's license.
  • Must be legally authorized to work in the United States without the need of a sponsorship.
Preferred Experience and Training

  • Bachelors degree or higher in airport management, aviation planning, architecture, civil engineering, construction management or Business Management
  • Three (3) years of experience managing FAA-funded projects at a commercial service airport, including familiarity with Airport Improvement Program (AIP) requirements.
  • Three (3) years of supervisory experience, including leading cross-functional teams, developing staff, and managing consultant and contractor relationships.
  • Three (3) years of experience utilizing computer technology and engineering applications such as CAD, GIS, project management software, or tools used in airport planning, design, or construction.
Must pass a ten-year background investigation that includes employment, driver's license, security threat assessment and criminal history. Offers of employment are contingent upon passing a physical examination, which includes drug screening.

Starting pay for current City employees will be determined by City of Wichita policy or applicable bargaining unit agreement.
