ABOUT THE DEPARTMENT

The Department of Resource Management consists of Air Quality Management District, Building, Environmental Health, and Planning Divisions.

The Air Quality Management District works to achieve state and federal air quality standards through permitting, inspection, and long-range planning.

The Planning Division administers policies and programs as directed by the County's planning agency. It processes development-related applications and provides zoning information to the public.

The Building Division administers programs to safeguard life, health, and property of County residents through the application of uniform building standards.

The Environmental Health Division provides specific permit and inspection programs for the control of chemical and microbiological hazards affecting public health. Permitting and inspection activities involve sewage solid waste disposal, hazardous materials storage and disposal, underground tanks, food service facilities, individual wells and public drinking water systems, swimming pools, housing and institutions, medical waste management, land use, and household hazardous waste reduction.

ABOUT THE POSITION

Building Inspector I: Under general supervision, to inspect buildings under construction, demolition, or alteration to determine that the structure, plumbing, and electrical systems are in accordance with adopted codes and ordinances regulating the construction of buildings; checking plans for code compliance and structural stability; and to perform related work as required.

Building Inspector II: Under general supervision, to inspect buildings under construction or being remodeled and to determine that structures, plumbing, and electrical wiring are in accordance with the codes and ordinances regulating the construction of buildings; checking plans for code compliance and structural stability; and to perform related work as required.

DISTINGUISHING CHARACTERISTICS

Building Inspector I: This is the entry and first working level Combination Building Inspector class. Incumbents initially are assigned the least complex inspection duties in a limited number of construction areas. With increased experience and proficiency, incumbents are assigned increasingly complex inspection duties in a variety of construction areas. Incumbents are generally qualified for promotion to the Building Inspector II class after two years of satisfactory experience in the Building Inspector I class. Incumbents may also be assigned to work the permit counter on a regular basis.

Building Inspector II: This is the full working level Combination Building Inspector class in the series. Incumbents perform routine and complex building inspection duties in the residential, commercial, and mobile home areas. Incumbents are required to possess a working knowledge of the requirements of the California Building Standards Code and applicable State and Federal regulations. Incumbents perform a full range of inspection duties in the construction areas of foundation, framing, electrical, plumbing, heating, cooling, and gas.

IDEAL CANDIDATE

The ideal candidate for the Building Inspector I/II position is a detail-oriented and motivated individual with a foundational understanding of construction methods, building codes, and safety regulations. They possess strong communication and interpersonal skills, enabling them to interact effectively with contractors, property owners, and departmental staff. This candidate is eager to learn, adaptable to evolving codes and standards, and demonstrates a commitment to public safety and code compliance. With a background in construction or a related field, they are ready to apply their knowledge in the field under the guidance of senior inspectors while pursuing continued education and certification to grow within the department.

Duties may include, but are not limited to, the following:

Building Inspector I: Inspects buildings during construction to insure compliance with Building Code, other applicable regulations, and approved plans and specifications; assists and advises the general public in matters relating to building construction and code requirements; assists in processing building permit applications; reviews plans for code compliance; investigates complaints and inspects buildings to determine if hazardous or illegal conditions exist relating to structures and their use; prepares written reports, issues notices to correct code violations, issues "stop work" notices, and testifies in court regarding violations; performs various office work; performs building inspections of single and multiple residential housing; enter data into the permit tracking and time accounting database.

Building Inspector II: In addition to above duties, assists in training new inspectors.

Building Inspector I: Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Knowledge of: Building tools and materials; safety standards and modern methods of building construction; building and related codes and ordinances enforceable by the County; State and Federal regulations; County Zoning Ordinance; County Health Code; familiarity and basic proficiency with computerized permit tracking software, word processing and electronic time accounting program.

Ability to: Learn the building and related codes; apply knowledge of and follow proper inspection techniques; examine workmanship and materials and detect deviations from plans, codes and standard construction practices; read and interpret building plans and specifications; advise on standard construction methods and requirements; maintain cooperative working relations with builders, contractors and the general public; enforce necessary regulations with firmness and tact; independently resolve routine problems or situations requiring the exercise of good judgment; maintain records and prepare written reports; must be physically capable of safely moving about on construction work sites.

Building Inspector II: Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Knowledge of: Building tools and materials; safety standards and modern methods of building construction; building and related codes and ordinances enforceable by the County, specifically, Uniform Building, Plumbing, Mechanical, and Electrical Codes; state and federal regulations; County Zoning Ordinance; County Health Code; basic computer use.

Ability to: Apply knowledge of and follow proper inspection techniques; examine workmanship and materials and detect deviations from plans, codes and standard construction practices; read and interpret building plans and specifications; advise on standard construction methods and requirements; maintain cooperative working relations with builders, contractors and the general public; enforce necessary regulations with firmness and tact; independently resolve routine problems or situations requiring the exercise of good judgment; enter statistical and permit data into data management system; maintain records and prepare written reports; must be physically capable of safely moving about on construction work sites.

MINIMUM QUALIFICATIONS

Building Inspector I:

EITHER

One (1) year of related experience including at least twelve (12) units of college or trade school course work that relates directly to the specified standards for this class;

OR

Two (2) years of journey-level experience in construction work and the building trades involving work done in conformance to standard building codes and completion of the 12th grade or equivalent.

Building Inspector II:

Two (2) years of experience comparable to that of a with Shasta County AND completion of the 12th grade or equivalent.

SPECIAL REQUIREMENTS

  • Possession of a valid California drivers license.

  • Must obtain certification as a Combination Building Inspector within one (1) year of date of hire.

  • A certification as a Plans Examiner or Code Enforcement is highly desirable.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Some additional physical demands are to be able to walk on 1 1/2" joist and narrow beams, extensive driving (100-200 miles per day), walk on roofs, climb scaffolds and ladders, crawl in confined areas 12' high, crawl in attics in the summer.

While performing the duties of this job, the employee is regularly exposed to outside weather conditions. The employee is frequently exposed to fumes or airborne particles.
