The Buildings, Safety Engineering and Environmental Department (BSEED) mission is to provide for the safety, health and welfare of the general public as it pertains to buildings and their environs in an efficient, cost-effective, user-friendly, and professional manner. BSEED enforces construction, property maintenance, environmental compliance and zoning codes, which preserve and enhance property values and promote quality of life to make Detroit a preferred place to reside and conduct business
Under general supervision, plans and coordinates inspection activities ensuring enforcement and compliance of City of Detroit building codes and ordinances.
  1. Plan, direct and review work assignments of employees.
  2. Instruct, direct and train staff on requirements, policies, procedures and best practices for provision of departmental services.
  3. Coordinate inspection activities with city departments, utility companies, contractors and property owners.
  4. Review and approve building construction plans and specifications for compliance with City building code and ordinance requirements.
  5. Review, verify, approve and issue building code clearances and violation notices.
  6. Conduct special investigations on building conditions or proposed modification changes and prepare reports on recommendations and findings.
  7. Prepare documentation and represent the department before relevant bodies and agencies regarding the disposition of property, as required.
  8. Assist in preparing and revising codes, ordinances, regulations, and departmental electronic plan review policies and procedures.
  9. Consult with engineering and Law Department staff on engineering and legal matters.
  10. Investigate and resolve complaints regarding building defects.
  11. Respond to customer inquiries regarding policies and procedures.
  12. Prepare reports on inspection activities.
  13. Evaluate the work of supervised staff and makes recommendations for improvement.
  14. Recommend and administer established disciplinary procedures, and approve time off.

Qualifications (required):

  • High School graduation or G.E.D. required.
  • Four (4) years of building inspection experience.

Qualifications (preferred):

  • Bachelors degree in Engineering.
  • Experience includes one (1) year of experience in a supervisory capacity.

EQUIVALENCY

  • Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.

Licenses, Certifications, and Other Special Requirements:

  • Successful applicants certified to positions in this class must acquire and maintain registration as a Building Inspector as required by Skilled Trades Regulatory Act, 2016 PA 407, Rule R. 408-30037 of State of Michigan Public Acts 1986.
  • Employees in this class will be required to provide and operate a motor vehicle on a reimbursed mileage basis, a valid State of Michigan Operator License is required.

  • Interview: 70%
  • Evaluation of Training, Experience & Personal Qualifications: 30%
  • Total of Interview and Evaluation T.E.P: 100%
Additional points may be awarded for:
  • Veteran Points: 0 15 points
  • Detroit Residency Credit: 15 point

Knowledge, Skills, and Abilities

  • Knowledge of Federal, State of Michigan and City of Detroit building codes, standards and ordinances .
  • Knowledge of Building inspection methods, concepts and practices.
  • Knowledge of Architectural, structural engineering and zoning principles governing the construction of buildings.
  • Knowledge of Materials, operations, construction, and trades practices related to building construction.
  • Skill in interpreting engineering sketches, drawings, plans and specifications.
  • Skill in researching, organizing and formulating plans.
  • Skill in use of personal computers, common office and spreadsheet software required.
  • Skill in communicating effectively, both orally and in writing with tact and diplomacy.
  • Skill in physical and mechanical dexterity.
  • Skill in organize and execute major building inspection activities.
  • Ability to plan, organize and supervise work of others.
  • Ability to interact effectively with the public, peers and other departmental personnel.
  • Ability to display initiative and resourcefulness in performance of duties.
  • Ability to willingly acquire additional knowledge and education to remain current in field.
  • Ability to climb ladders and enter manholes, narrow openings and crawl spaces and to move along narrow, exposed platforms and beams.
  • Ability to work in high and/or confined spaces.
  • Ability to work in hot, dusty areas.
  • Ability to withstand noxious odors.

Physical Demands

  • Physical demands include walking, bending, crouching, and similar actions to inspect a project as well as sitting for long periods of time at a desk.

Work Environment

  • Fieldwork includes exposure to outside elements and seasonal weather conditions as well as indoor exposure to residential, commercial or industrial property in various conditions and stages of repair or construction.
  • Customer contacts require neat and clean appearance.
