The City of Pleasanton is seeking a skilled and strategic Senior Civil Engineer to serve as the Capital Improvement Program (CIP) Manager. This position plays a central role in planning, developing, and delivering the Citys multi-year Capital Improvement Program, overseeing a broad portfolio of infrastructure projects including roadways, water and sewer utilities, storm drains, public facilities, and parks. The CIP Manager supervises a talented in-house design team specializing in transportation, utilities, and architecture. Responsibilities include developing and maintaining a comprehensive five-year CIP forecast, coordinating with multiple departments to identify and prioritize capital needs, estimating project costs, and managing funding strategies that incorporate grants, bonds, and other revenue sources. The CIP Manager is also responsible for overseeing project delivery, from early planning and environmental compliance ensuring projects are completed on time, within scope, and within budget. This includes directing the preparation of construction documents, managing procurement processes, and ensuring compliance with local, state, and federal regulations. The role serves as a key liaison among City departments, consultants, contractors, and the public, and plays a lead role in community outreach, stakeholder engagement, and Council reporting. The Engineering Division The Engineering Division within the Public Works Department, under the direction of the Assistant Director of Public Works/City Engineer, is responsible for reviewing and/or managing infrastructure projects involving the Citys public roads, potable and recycled water networks, sanitary sewer network, storm drainage system, parks, and building facilities. The department also reviews, approves, and inspects public infrastructure designed and constructed in conjunction with the development of private property. The Division also routinely interfaces with other city departments, government agencies, utility districts, utility purveyors, and the public to provide orderly development and project implementation. The Engineering Division is comprised of the General Engineering including Administration, Capital Improvement, Land Development, Landscape Architecture, and Construction Inspection divisions. - Recommend and assist in the implementation of goals and objectives; establish schedules and methods for the performance of complex civil engineering, while implementing policies and procedures as established by management.
- Plan, prioritize, assign, supervise and review the work of staff involved in performing a wide variety of professional and technical engineering duties.
- Develop, review and revise standards for the design and construction of facilities within the public right-of-way including streets, storm drains, sanitary sewers, water lines, roadway structures, traffic safety and control devices, pedestrian bridges and pathways, and public facilities.
- Support inspection staff by reviewing plan changes and material submittals, addressing non-compliance issues, and managing governing agreements, financial securities, and insurance documents.
- Manage Geologic Hazard Abatement Districts including preparation of annual assessment increases, budgets, design of maintenance and repair capital projects, and solicitation of vendors to perform inspections and construction work.
Equivalent of a bachelors degree from an accredited college or university with major coursework in Civil Engineering or another field of study applicable to the responsibilities and requirements of this job class.
Experience:
Two years of progressively responsible experience performing duties similar to an Associate Civil Engineer with the City of Pleasanton.
Special Requirements:
Possession at the time of hire and continued maintenance of a valid California Class C drivers license is required.
Possession of registration as a Professional Civil Engineer or closely related discipline within the State of California.
Knowledge of:
- Principles and practices of civil and transportation engineering including surveying, drafting, and design.
- Principles and practices of supervision, training and performance evaluation.
- Advanced principles and practices of project management.
- Stormwater discharge regulations.
- General knowledge of design principals of transportation, sewer, water, storm, facilities and land rights.
