The Project:

Mace, as part of MPA delivery partner joint venture of Mace-Parsons-Arcadis, have been selected as the Gateway Development Commissions partners of choice to support the GDC across the Gateway Program in New York, inclusive of the Hudson Tunnel Project.

The busiest rail connection between New York, New Jersey, and the Northeast Corridor, the Hudson Tunnel Project will improve capacity, reliability, and resiliency of commuter and intercity rail transit serving 800,000 daily passengers from Washington, D.C. to New York and New England. A milestone project supported by the bipartisan Infrastructure Investment and Jobs Act (IIJA), the project is slated to receive nearly $12 billion in federal funding, the largest investment in a mass transit project in modern history.

Management of the implementation of a quality management system and its effectiveness in meeting business, statutory, legal, and contractual requirements. Engages with business stakeholders to manage compliance to requirements, supporting a resilient business that manages risks effectively. The role is a key enabler to change and business improvement.

You'll Be Responsible For:

  • Delivering delegated elements of an annual business plan to time and budget.
  • Managing and facilitating external certification audits.
  • Providing expertise and guidance in supporting achievement of new certifications where appropriate.
  • Organising and facilitating internal audits in the audit programme.
  • Accountable for leading audits and producing audit reports.
  • Utilising comprehensive expertise and investigates and interprets root cause analysis of instances of non-conformance, including recommending corrective measures and long-term preventative measures.
  • Coordinating reviewing of management system content for appropriateness, improvement, and implementation.
  • Contributing to the identification of new systems and processes to drive efficiency, recommending improvements and innovations.
  • Ensuring information for quality reports is available, accurate and delivered within agreed timescales.
  • Accountable for the production of communication articles, plans and communication collateral.
  • Coordinating activities reported in management reviews, collating, analysing, and presenting data and key metrics, analyses trends and provides recommendations and guidance.
  • Providing recommendations for action to mitigate risk and improve management system effectiveness.
  • Providing specialised expertise and knowledge to support on business development activities.
  • Accountable for the development and delivery of training.
  • Managing and monitoring performance of a supply chain, including support to suppliers as appropriate through training, guidance, and audits of their QMS capabilities.
  • Working collaboratively towards the common goal of net zero carbon transition and share responsibility for the proactive identification and management of the associated carbon emissions and reductions during the delivery of work.

You'll Need To Have:

  • Demonstratable experience as civil engineering inspector in large infrastructure programs in New York City.
  • Familiarity with New York transit agencies such as PANYNJ, NJT, MTA, LIRR, Amtrak etc.
  • Relevant degree in engineering, construction management or significant industry experience.
  • OSHA 30 certification.
  • Experience within heavy civils programs/projects, including tunnelling.
  • Experience in FTA projects is highly preferred.
  • Experience in delivery of different contracting and delivery models - PPP, PMC, DBB, DB, collaborative contracts (FIDIC, NEC) is an advantage.
  • Experience in delivery in programs or portfolios of significant value >$1bn is a significant advantage.

"The estimated salary for this position is $140,000 Starting salary may vary based on permissible, non-discriminatory factors such as experience, skills and qualifications."
