Responsible professional work managing Capital Improvement and Public Works Department projects. This work involves overseeing all aspects of projects including administration, inspection, supervision, and coordination of project implementation. Responsibilities include direct administration of contracts including working with consultants, reviewing technical specifications, monitoring contract provisions and conducting site inspections. The work involves coordinating project activities to ensure compliance with City, County, and State regulatory standards, specifications, and completeness. Provide project management services for joint participation between public and private projects. Assist engineering and management with QA/QC with respect to site plan review. Work is reviewed through Project Management Plans and periodic on-site reviews of projects. Perform other related duties as required and works under general supervision. Hours outside the normal workday may be required. Work is performed under direct supervision of the Engineering Division Manager.

Essential Job Duties

Essential Functions and Responsibilities:

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
  • Coordinate internal resources and third parties/vendors for the flawless execution of projects.
  • Ensure that all projects are delivered on time, within scope and within budget.
  • Developing project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility.
  • Ensure resource availability and allocation.
  • Develop a detailed project plan to track progress.
  • Use appropriate verification techniques to manage changes in project scope, schedule and costs.
  • Measure project performance using appropriate systems, tools and techniques.
  • Report and escalate to management as needed.
  • Manage the relationship with the client, funding partners and all stakeholders.
  • Perform risk management to minimize project risks.
  • Establish and maintain relationships with funding partners, as well as other third parties / vendors.
  • Create and maintain comprehensive project documentation.
  • Participate in meetings with funding partners, citizens, staff and advisory boards as needed.
  • Review change order requests, and recommend approval or needed revisions.
  • Assist in the completion of contract documents by reviewing technical specifications.
  • Review plans and sites with co-workers and contractors prior to project commencement to prevent field problems or conflicts.
  • Attend pre-construction and construction progress meetings and transcribes minutes of the meetings if required.
  • Prepare notices to proceed for work to be performed.
  • Meet with Engineers and Consultant Engineers, contractors and construction coordination personnel regarding any problems with construction and quality of work being performed.
  • Meet with utility representatives regarding utility installation, conflicts or relocation with respect to construction projects.
  • Meet with the general public, provide information and address concerns and complaints.
  • Answers inquiries and provides information on projects, master plan documentation, etc.
  • Review cost estimates at various stages of construction for validity and approval; approves payments to contractors and recommends approval of change orders.
  • Prepare and present reports on the status of projects.
  • Coordinate bid advertisements. Review and analyze consultant proposals. Assist in selection of consultants. Review consultant work at various stages of the project.
  • Prepare change orders, recommendations, payments and project close out.
  • Perform all functions and responsibilities according to the, Palm Beach County Code of Ethics and Florida State Statutes 112.313.
  • Perform responsibilities in compliance with the Purchasing Department's policies and guidelines.
  • Foster positive employee relations and employee morale on a City-wide basis.
Minimum Qualifications
  • Graduation from an accredited four (4) year college or university with a Bachelor's degree in Civil Engineering, Construction Administration or related field;
  • OR eight (8) years' experience in a related field with experience in project management.
  • The preferred candidate will hold a Project Management Professional (PMP) certification or will have documented completion of the coursework and hours of project management experience required to obtain a PMP certification.
  • Knowledge of federal, state and local regulations and County Tax Office procedures.
  • Must possess a valid Florida Driver's License and clean driving record.
Ability to perform mathematical calculations. Ability to listen effectively; understand and focus on relevant items; and adapt application of regulations and procedures to the specific situation. Knowledge of acceptable construction and engineering practices. Ability to manage employees and deal effectively with the public, contractors, other government agencies, private utilities and other City departments. Skills in civil engineering, public works and/or building construction. Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience. Ability to communicate effectively in oral and written form. Ability to adapt to an evolving and continually improving environment. Requires demonstrated ability to utilize personal computer and office software such as MS Word, Project, MS Excel and electronic mail.

A comparable combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position, may be substituted for the minimum qualifications.
