Range Explanation:

  • Pay Range is the entire compensation range for the position.

This position supervises, coordinates, and implements public works maintenance and construction activities and contracts throughout multiple work sites for a specified department or major division. This differs from Public Works Crew Supervisor which supervises and participates in the activities of assigned crews within a geographically assigned area.

Essential Functions:

As defined under the Americans with Disabilities Act, this classification may include any of the following tasks, knowledge, skills, and other characteristics. This list is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by incumbents of this class. Work assignments may vary depending on the departments need and will be communicated to the applicant or incumbent by the supervisor.

  • Oversees maintenance, repair and construction work on assigned sections of highways, roadways, drainage ways, solid waste or sanitary sewerage facilities and structures;

  • Ensures quality control, safety practices and completion of all work performed by work crews, vendors and contract construction agencies;

  • Schedules and inspects the implementation of annual and periodic maintenance, construction and service contracts for compliance with operating permits, standards and specifications;

  • Forecasts, projects and/or monitors unit costs and expenditures for supplies, equipment and man-hours for maintenance and construction projects and contracts;

  • Supervises removal and disposal of snow, ice and debris in assigned areas;

  • Inspects assigned areas for road damage or roadway hazards and orders repairs of specialized road and bridge facilities/structures, such as guardrails, cattle guards, corrugated pipe culverts, etc.;

  • Coordinates the construction, repair, inspection and maintenance of sanitary sewer or solid waste facilities, wastewater pumping systems, manholes, piping, spillways and catwalks, to include vector, odor and corrosion control;

  • Coordinates activities involved in the operational maintenance of public solid and landfill waste facilities and authorizes stop-work orders;

  • Interprets blueprints, construction specifications and engineering drawings and discusses specified construction procedures with affected parties to ensure compliance with contract requirements and industry standards and codes;

  • May act as Public Works Supervisor-Senior in their absence.

Minimum Qualifications:

Six years of experience in commercial, industrial or public works maintenance, repair or construction AND two years of lead or supervisory experience in a commercial, industrial or public works construction or maintenance setting.

(Graduation from an accredited college or technical school in environmental technology, engineering or a related discipline may substitute for four years of the general experience. Relevant experience and/or education from an accredited college or university may be substituted.)

(2) Three years of experience with Pima County as a Public Works Crew Supervisor.

Preferred Qualifications : (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):

  • Experience in training, instructing, and mentoring employees in the field of construction and installation of new and existing utilities including pavement and vegetation restoration for permitted/unpermitted activities within Pima County Right-of-Way.

  • Experience investigating and resolving encroachment complaints from the public, county officials, other county departments, and outside agencies.

  • Experience in plan review, field survey, highway construction, materials testing, training others in testing procedures, ensuring materials and construction practices follow current PAG specifications for standard improvements and details.

  • Experience in the review for acceptance/rejection of temporary traffic control plans submitted by various contractors, utility companies, and barricade companies for work in Pima County Right-of-Way.

  • Experience in web based programs such as ACCELA , Maximo, and Microsoft Office.

Selection Procedure :
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Supplemental Information :

Licenses and Certificates : Valid driver license is required at time of application . Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicants suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services review and approval of the candidates driving record. A ll positions require a valid Arizona Class D driver license at the time of application. Some positions may require a valid Arizona commercial drivers License (CDL) with appropriate endorsements at time of appointment or prior to end of initial probation. Some positions may require satisfactory completion of a 40-hour OSHA course in hazardous materials management and certification as a Manager of Landfill Operations (MOLO) by the Solid Waste Management Association of North America prior to end of initial/ promotional probation. Failure to obtain/maintain the required licensure/certification/registration shall be grounds for termination.

Special Notice Items: The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County. Some positions within this classification may require experience in the operation of heavy equipment. Some positions may carry the risk of exposure to infectious diseases, asbestos or wastewater and sewage products, therefore special medical screening prior to or during employment may be necessary to assure employee health and safety. Some positions may require the ability to enter and work in confined spaces, which may require the proper wearing of individual safety and protective equipment.

Physical/Sensory Requirements : Some positions require the ability to lift or move equipment weighing from 50 to 100 pounds.
