Under the general direction of the Code Enforcement Manager, incumbent coordinates, plans, directs and supervises the activities of assigned Code Enforcement Officers for the purpose of protecting the public health, safety and welfare and improve the overall quality of life in our community.

Responsibilities and Reporting During an Emergency Situation:
Essential Employees may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.

Non Essential Employees will not be required to work during a declared emergency. The employees Department Head will determine when the employee will be required to work.

DISTINGUISHING CHARACTERISTICS
Carries out supervisory responsibilities in accordance with the Citys policies and applicable laws. Responsibilities include interviewing, hiring recommendations, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Duties/Responsibilities
  • Supervises trains and evaluates the performance of assigned staff and determines appropriate personnel action plans; including motivation, documentation and discipline.
    Interacts with citizens, business owners, property owners, contractors, City departments and elected officials regarding City Codes, Florida Statutes and the Florida Building Code in efforts to obtain voluntary compliance.
    Responsible for investigative research, analysis, and recommendations for the more complicated, code cases.
    Responsible for Unsafe Structure abatement program, inspections, and case management.
    Reviews all notices of violations, uniform citations, correspondence, and daily logs of assigned Code Officers for accuracy, completeness, and effectiveness of enforcement action to influence voluntary compliance.
    Prepares and prosecutes cases on behalf of the City as presented to the Code Enforcement Board, Special Magistrate and/or County Circuit Court.
    Ensures staff members follow proper procedures and are prepared for all assigned cases and tasks.
    Assists Code Enforcement Manager in the planning of sweeps and ensures proper execution by staff.
    Attendance and participation in various meetings including Code Board, City Council, Neighborhood Watch, Town Hall, Division, Department, inter-departmental and others as requested.
    Delegation of tasks, coordination of projects, report tracking, and record keeping, related to operations and the continued education of assigned staff.
    Drive a motor vehicle to accomplish assigned tasks.
    Maintenance of assigned City vehicle and equipment.
    This position requires regular and reliable attendance and the employees physical presence at the workplace
    Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of leadership and supervisory principles and techniques
Proficient in the use of word processing, spreadsheet, and Code Enforcement software.
Knowledge of various aspects of permitting, licensing, zoning, building and stormwater operations.
Knowledge of investigation methods and techniques
Knowledge of all applicable local, state and federal statutes, codes and ordinances, specifically including State Statute Chapter 162, or the ability to access the information.
Possess strong problem-solving skills and is able to work independently.
Skill to speak clearly and persuasively in positive or negative situations.

Skill in explaining, interpreting and enforcing codes and regulations

Ability to operate necessary equipment, including personal computer, calculator, printer, copier, facsimile and light construction equipment.
Ability to coordinate accurate completion of multiple tasks within established time frames
Ability to adapt and perform under frequent deadlines and/or in response to emergencies, and think clearly and maintain composure under emergency or stressful situations.
Ability to organize and review work for efficient results and accuracy. Minimum Requirements

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
High School diploma or GED.
Six (6) years of progressively responsible experience as an inspector with a code enforcement or building inspection agency with at least three (3) years in a supervisory capacity.

PREFERRED QUALIFICATIONS
Bachelors degree from an accredited university or college preferred.
International Code Council certification (I.C.C.) preferred
Construction knowledge and experience preferred
Certified Public Supervisor certification from the Florida Certified Public Manager program.

CERTIFICATION, LICENSE AND SPECIAL REQUIREMENTS
Possess a valid Florida Drivers License.
Florida Association of Code Enforcement (FACE) Level I, II, and III at time of hire or be able to obtain within three (3) years of date of hire.
Certified Code Enforcement Professional (C.E.P.) Certification from F.A.C.E. or A.A.C.E at time of hire or be able to obtain within three (3) years of date of hire.

Work performed is primarily:
