As a Contracts Specialist , you will be the subject matter expert on all subcontract administration functions within the project life cycle. This will include writing and managing contracts through execution. Such contracts will include: Master Supply Agreements, Consulting Agreements, Performance Work Statements, and additional contracts as business needs require. You will then ensure internal and external stakeholders are complying to agreed upon contractual terms while managing a variety of subcontractors across various subsystems. Additionally, you will work closely with internal functional areas to facilitate any adjustments needed throughout each subcontract lifecycle to ensure optimal support of the mission needs. Key Responsibilities
  • Monitor contractor performance for compliance with applicable laws, delivery schedules, payment provisions, contract data reporting requirements, overall supplier performance management, and other contractual requirements
  • Negotiation of supporting documents such as non-disclosure/confidentiality agreements, teaming agreements, memorandums of understanding and other agreements
  • Acquisition planning, solicit, evaluate, negotiate, analyze, advise, and assist with contract awards, post award administration and terminations on contracts for the procurement of supplies and services, including complex contracts and high dollar acquisitions
  • Conduct contract negotiation and management of major contracts in line with supplier lifecycle management
  • Perform price/cost analysis using several variables and methods to determine the reasonableness of proposed pricing
  • Interpret and ensure compliance with Federal Acquisition Regulations (FAR), NASA FAR Supplement (NFS), and other applicable regulations
  • Manage contract modifications as well as conduct internal audits on contracts
  • Develop and/or review complex contractual pricing arrangements requiring sophisticated contracting techniques, sharing arrangements such as cost-plus-incentive-fees, fixed-price-incentive-fees, or economic price adjustment clauses
  • Work closely and strategically with numerous functional areas such as, Legal, Program Management, Procurement, Quality, Engineering, Finance, to ensure cohesive contractual alignment that satisfies each functions needs but ultimately to support mission success
  • Support projects like enhancements to our Supplier Management Plan, streamlining various Supply Chain processes and the like
  • Travel to key suppliers as needed
Basic Qualifications
  • Minimum of 5 years of full lifecycle contracting experience and shall be familiar with the Federal Acquisition Regulations (FAR)
  • A bachelors degree in the related technical field. We will consider a combination of education and experience.
  • Manages and prioritizes several projects at one time
  • The candidate shall have excellent writing skills and be able to communicate orally and in writing
  • Must be able to review and analyze RFP requirements and identify possible terms & conditions risks, develop fully compliant proposals, and reconcile contractual documents
  • Extensive experience directly managing various contract (Fixed, T&M, Cost Reimbursable, etc.) types and overall subcontract management experience
  • Desire to in be a role that will grow and develop over time
  • The candidate shall be thoroughly familiar and proficient in the use of commercial software packages such as Microsoft Word, Excel, PowerPoint, SharePoint, and Teams
  • Have good collaboration and communication skills amongst internal and external stakeholders

The salary posted is a targeted range for budget of position. Base compensation can be negotiated and will be commensurate with experience, skills, education, and training.
