Electrical Engineer with PE: $80,288.00 - $128,398.40

This position performs a variety of electrical engineering design functions associated with the construction, operation, maintenance, and repair of the citys electrical utility system.

  • Provides conceptual design, detailed design, and construction management for a wide variety of projects, including transmission lines, distribution lines, and electrical substations; develops project plans and budget projections; prepares bid specifications for new equipment and system installations.
  • Works with engineering firms in the design of facilities, buildings, and electrical services; works with contractors to determine the necessity of field changes; evaluates alternative construction materials and methods to ensure quality construction at a reasonable cost; oversees work performed by contractors and conducts inspections to ensure compliance with codes, standards, and specifications.
  • Programs and makes adjustments/modifications to the Supervisory Control and Data Acquisition (SCADA) system and related software as assigned; installs, troubleshoots, maintains, repairs, and programs data acquisition, telemetry, automation, computer, and programmable logic process control equipment; responds to after-hours emergency calls and conditions to manage SCADA operations.
  • Monitors working conditions of a variety of electrical and electronic equipment; diagnoses problems and repairs defects; serves as liaison to city Information Technology personnel on related issues; performs computer programming, database entry, software design, computer-aided design, etc.
  • Coordinates surveying, design, and construction activities and schedules with other city departments.
  • Conducts engineering studies and prepares related reports.
  • Conducts field visits to observe and analyze utility operations; conducts field audits and reviews during power outages.
  • Troubleshoots a variety of systems problems and outages to solve complex substation, transmission system, distribution system, and commercial and industrial customer equipment.
  • Responds to disaster events to provide for public safety and restore services in as effective manner as possible; responds to after-hours events as needed.
  • Reviews and interprets codes, regulations, studies, test results, etc. and makes appropriate application to system issues.
  • Responds to and resolves customer complaints and concerns.
  • Assists in the preparation of the division budget by estimating expenditures; monitors and controls expenditures to ensure budgetary compliance.
  • Performs related duties.

  • Knowledge of electrical engineering principles and practices.
  • Knowledge of relevant state and federal codes, regulations, and standards.
  • Knowledge of the operation, maintenance, and construction of electric transmission systems, substations, and electric distribution systems and associated equipment.
  • Knowledge of SCADA system operation principles and practices.
  • Knowledge of the equipment, hardware, and software used in the automated operation of a variety of utility systems.
  • Knowledge of project management principles.
  • Knowledge of computers and job-related software programs.

  • Skill in the analysis of problems and the development of solutions.
  • Skill in establishing and maintaining effective working relations.

SUPERVISORY CONTROLS

The Electrical Engineering Manager assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.

GUIDELINES

Guidelines include the National Electric Code, the National Electric Safety Code, OSHA regulations, the APPA Safety Manual, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied engineering, project management, and technical duties. The variety of systems and functions to be managed contributes to the complexity of the position.
  • The purpose of this position is to perform engineering duties in support of the design, construction, operation, maintenance, and repair of city utilities. Success in this position contributes to the efficiency and effectiveness of utility operations and services.

CONTACTS

  • Contacts are typically with elected and appointed officials, contractors, vendors, representatives of other utilities, state officials, and the public.
  • Contacts are typically to give or exchange information, resolve problems, provide services, and settle matters.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects, climbs ladders, distinguishes between shades of color, and utilizes the sense of smell.
  • The work is typically performed in an office, stockroom, warehouse, and outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, machinery with moving parts and to electrical hazards. Work requires the use of personal protective devices.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

None.

  • Graduation from an accredited* college or university with a bachelors degree in Electrical Engineering.
  • Two (2) years recent experience performing electrical system design work with a distribution utility system, an electrical engineering firm, or an industrial environment preferred .
  • Possession of current/valid license as a Professional Engineer (PE) preferred .

*Accredited through an agency recognized by the Accreditation Board for Engineering and Technology (ABET), the U.S. Department of Education (USDE), or the Council for Higher Education (CHEA).

NECESSARY SPECIAL REQUIREMENTS

  • A valid driver license and an acceptable driving record. (PBA 09/10/01)
  • An employee in this position must be available to be contacted via phone within 30 days of employment/promotion/demotion/transfer, due to call out requirements.

  • In an emergency and/or standby situation, an employee in this position must be able to report to his/her regular workstation in a maximum of 30 minutes from the time of notification. (Sec. 2-30. (2) / PBA 1/9/95) This requirement must be met within six (6) months of employment/ promotion/demotion/transfer.
  • An applicant for this position is subject to various background investigations up to and including a criminal, credit, past employment, and reference checks.
  • Employees are required to submit to Drug and Alcohol testing in accordance with the City of Dothan policy which includes pre-employment and random tests for the duration of employment in this position (PBA 08/13/12).
  • Must meet the City of Dothans employment physical standards which include drug/alcohol testing.
