My client is currently seeking a Civil/Structural Engineer for their oil and gas refinery in Torrance, CA! This is an on-site position Mon-Fri. Project Scope - Background The refinery was constructed in 1929. Many buildings and structures have been added in the ensuing decades and many have been rebuilt; however, the site is a complex mixture of old and new with many structural components hidden from view. Moreover, during that time, building codes and legislation have significantly evolved as technology and industry standards progressed. In 2023, the refinery commissioned specialist structural consulting engineers to survey the refinery's buildings and structures to produce an analysis of its status in terms of code compliance and engineering risk. The results are contained in a large report. However, the report, while it updated the current state of buildings and structures, contained several deficiencies which made its findings difficult to act on. The purpose of the current project is to review the findings of the report, revisit the sites of structural degradation and apply advanced FMECA methodologies to derive a priority list of structures that must be addressed. The Civil/Structural Engineer needs to develop a priority list (based on Priority Risk Number) of the top 50 to 100 structures that require remedial action over the next three years for all 20 Units in the refinery. This list must be developed as soon as possible so as to be reviewed in the 2026 budget cycle which commences in August 2025 and that the refinery can present a credible list of priorities and supporting logic (i.e. Failure Mode Effects & Criticality Analysis) to internal and external auditors.
