DESCRIPTION

Under general direction of the Building Operations Sr. Superintendent, plans, organizes, directs, and coordinates the daily activities of all FM skilled Locksmiths, Painters and Sign-Makers involved in the maintenance, repair and improvement of buildings, facilities and related systems. Acts as the primary project contact for all Locksmith projects, Paint and Flooring projects, Signage work and other Facilities Management (FM) Building Operations staff as needed for all UC facilities and utilities located at the Main Campus, Scripps Institution of Oceanography (SIO), Mount Soledad, MarFac Nimitz Facilities, and Camp Elliott 24/7/365 days per year. Oversees the installation, modification, maintenance and overhaul adjustment and repair of all Locksmith work, campus-wide painting projects (excluding RRSS indoor painting job of dormitories) and campus signage projects including but not limited to: low voltage wiring, electrified door panic hardware, setting up complex data base systems for access to controlled security systems, maintenance of locks for cabinets, desks, padlocks lock sets, exit devices, door closures, floor checks and safes, duplication of all types of keys by machine or hand, maintenance of campus master key systems, and installation of all types of locks, exit devices, door closures, paint matching, flooring repairs, and signage projects. Prioritizes schedules and supervises campus-wide Lock, Paint and Sign shops; responsible for quality and quantity of work. Provides guidance to shop team to ensure prioritization and effective planning of urgent jobs and the ability to carry out scheduled work.

Consults with the campus Police Department and OMCP Leadership on the development and implementation of campus-wide policies and procedures concerning security and access control matters on campus. Specifies products, hardware, and software to comply with established campus access control programs and policies and supervises the proper installation of access control hardware and software by lock shop personnel and contractors on campus. Works with campus departments and CPM as appropriate to review plans for new access control installations and upgrades to existing systems to ensure compliance with OMCP policy. Makes appropriate recommendations to capital project architects, engineers, and developers, to assure compliance with OMCP policy regarding access control on campus.

Participates in the development and monitoring of policies and procedures related to facility maintenance and customer service. Is Hiring Manager for all positions within his shops and recommends hiring of new employees Leads and completes all actions related to transfers, promotions, salary actions, terminations, performance management and budget recommendations. Assists in preparation and planning of FM, Building Operation's annual budget. Manages and monitors costs/expenses to remain in compliance with annual allocations.

Participates in the design, creation, and reporting of building maintenance, call center and other operational building processes. Provides input including: description, scope and justification of the work and its priority to the Deferred Maintenance Committee. Develops and implements regular security and maintenance schedules and inspections. Coordinates and directs Preventive & Planned Maintenance Program (P&PMP) projects performed by assigned staff. Ensures continuity of service with minimal interruptions and outages.

Instructs team in the typical hazards of the workplace and the special hazards that may be encountered at UCSD. Ensures that accepted procedures for dealing with potential hazards are followed by employees. Adheres to policies, procedures and practices for safety and operation instructions. Ensures the division remains current in all areas of responsibility through an active program of training and education.

Receives assignments in the form of objectives with goals and the process by which to meet goals. Responsible for supervising all building maintenance activities. May oversee and participate in more complex maintenance projects. Provides direction according to established policies and management guidance.

QUALIFICATIONS
  • Graduation from college with a major in engineering, business administration, architecture or related degree with progressively responsible professional experience in facilities management, maintenance and repair; or an equivalent combination of education and experience.

  • Detailed and highly-developed experience working in Paint and Sign Shops and in the areas of mechanical locking and electronic access control systems and their associated components including but not limited to: low voltage wiring, electrified door panic hardware, setting up complex data base systems for access to controlled security systems, maintenance of locks for cabinets, desks, padlocks lock sets, exit devices, door closures, floor checks and safes, duplication of all types of keys by machine or hand, maintenance of campus master key systems, and installation of all types of locks, exit devices, door closures and door butts.

  • Solid knowledge in supervising facility maintenance and improvements along with building maintenance work to include one or more of the following: basic plumbing and pipefitting, carpentry, painting and plastering, service of machinery, electrical maintenance and custodial. Expert knowledge, skill and ability in the areas of one or more maintenance and construction trade procedures such as locksmith, paint, signage to include but not limited to: preventive maintenance, breakdown repair, trouble-shooting, construction, installation and fabrication techniques typically performed in the trade.

  • Experience applying engineering fundamentals with respect to mechanical locking and electronic access control systems and their associated components. Experience in renovation and alteration of mechanical locking and electronic access control systems and their associated components.

  • Thorough experience planning short and long range maintenance, repair, and renovation of buildings, mechanical locking and electronic access control systems and their associated components.

  • Advanced ability to analyze assignments and projects, gather data and information, determine and evaluate solutions or alternatives and provide recommendation to management and line staff. Experience generating, and presenting work status and detailed reports. Experience monitoring the flow of work orders and purchase requisitions.

  • Exceptional experience managing and administering a maintenance and repair operation including budgeting; planning; and supervision of skilled trades and facilities professionals. Demonstrated experience effectively planning and scheduling work activities for a maintenance team. Ability to effectively arrange and relate workload and resources to meet desired results.

  • Advanced supervisory skills including but not limited to evaluating performance and use of sound judgment in recommending hires, promotions, classifications, disciplinary and dismissal actions. Strong understanding of effective operational and human resource practices.

  • Demonstrated expert experience in identifying inefficient workflows and overseeing thorough and highly effective process improvement

  • Advanced ability to provide high-level presentations to FM and VC OMCP leadership, UCOP meetings, Campus mixers, including details on organizational change strategies, cost analysis, rate structure and analysis among others.

  • Advanced ability to lead high-level meetings in change management and provide alternatives for new shop structure to create efficiencies and cost savings for FM and OMCP.

  • Expert experience working in a service-oriented environment subject to frequently changing priorities, using analytical and problem solving skills and sound judgment. Ability to exercise authority in a professional manner, assume responsibility and control tactfully, and use diplomacy in interactions with the campus community.

  • Demonstrated interpersonal skills, including active listening, critical thinking, ability to multi-task effectively, persuasion / negotiation, mentoring, leadership / supervision, problem solving, operations analysis and quality control analysis. Excellent communication skills; ability to articulate effectively and efficiently, both verbally and in writing. Ability to effectively work individually or in teams and ability to communicate effectively with people of many diverse backgrounds including students, staff, faculty, and customers. Ability to proactively and professionally handle a variety of situations at various levels in the University community from line staff, building systems operators, management and faculty.

  • Solid knowledge of policies and procedures relative to facilities maintenance, equipment, customer service, dispatch, building maintenance, safety and emergency preparedness. Advanced ability to demonstrate sense of direction and customer service purpose. Expert ability to convey the strategic plan of the department to the line staff and demonstrate a positive customer service approach to the team.

  • Advanced ability to build a successful work team by supporting individual team members, maximizing skills and providing advice, information or materials as needed.

  • Demonstrated strong computer skills: Ability to effectively use campus provided computing resources and tools such as, BLINK, Microsoft Office - Word, Excel, Access, Outlook, and electronic timekeeping system - HBS. Competent in use of various project management computing tools, such as: AUTOCAD, Central Desktop, JobBoss, and Maintenance Management Software (Maximo).

  • Experience reading and interpreting blueprints, specifications, shop drawings, schematics and technical, verbal or written instruction and guidance by trade practices, manufacturer or underwriter specifications.

  • Ability to perform mathematical computations.

  • Knowledge of building and safety codes, rules and regulations including Uniform Building Codes, California Building Codes, International Code Council, Fire Codes, Life/Safety Codes and regulations. Experience working within, following and enforcing standard safety regulations, policies, and procedures typical to the trades. Ability to follow University standards concerning space, access, utilities, fire, safety, etc. and familiarity with Americans with Disabilities Act (ADA) and Title 24 requirements.

PREFERRED QUALIFICATIONS
  • Experience managing in a union environment.

  • Knowledge of unique facilities requirements in higher education, research, and/or health care environments.

  • Experience with and understanding of Leadership in Energy & Environmental Design (LEED) standards and rating systems.

SPECIAL CONDITIONS
  • Must be able to work flexible shifts to manage a 7-day, 24-hour maintenance and surveillance program.

  • DOJ, FBI, and DMV background checks and clearances required prior to hire.

  • Must possess and maintain a valid California Driver License and participate in DMV Pull Program..

  • Ability to work in morgues, gross anatomy and pathological laboratories where human and animal bodies or parts thereof may be exposed to view of worker.

  • May be required to work in the vicinity of labs contaminated with bio-hazardous substances.

Pay Transparency Act

Annual Full Pay Range: $97,200 - $182,000 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $46.55 - $87.16

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs.
