Overview:

We are seeking a detail-oriented and proactive Contract Administrator to support a long-term contract opportunity with our client, based out of Bellevue, WA. This role is integral to the success of engineering, procurement, and construction (EPC) projects, ensuring effective supplier engagement and precise contract management. Key Responsibilities:

  • Oversight and Management: Provide comprehensive oversight for procurement and contract management activities related to increasingly complex EPC projects, with a special focus on federal government contracting.

  • Supplier Development: Support the development and management of suppliers by performing detailed market research to identify potential vendors and facilitating pre-award activities, including Requests for Proposals (RFP), Requests for Quotes (RFQ), and Expressions of Interest (EOI).

  • Contract Administration: Review statements of work and specifications to ensure procurement aligns with project needs. Negotiate and establish appropriate Terms and Conditions, collaborating with Legal to address supplier exceptions where necessary.

  • Purchasing Activities: Issue Purchase Orders and other agreements to suppliers, while meticulously monitoring and expediting orders for on-time delivery. Oversee post-award activities to maintain performance, quality, and compliance with budget and schedule.

  • Financial Oversight: Ensure procurement packages are submitted for review and obtain required approvals prior to contract awards. Confirm funding is secured before entering into agreements with third parties.

  • Issue Resolution: Verify receipt of ordered items and manage discrepancies in invoices and deliveries. Conduct closeout activities, ensuring all procurement files and records are maintained accurately and completely.

  • Collaboration and Support: Work closely with Requestors to fully understand procurement requirements, while providing contract negotiation support and coordinating contract reviews with the Supply Management team.

Key Qualifications and Skills:

  • Bachelors degree or higher in Business, Supply Chain, or a related field, with a minimum of 4 years experience in Procurement and/or Contract Management. Military experience is a plus.

  • Demonstrated experience in client and supplier relations, preferably with U.S. Government (DOE or DOD) contracting/subcontracting.

  • Proven background in purchasing unique fabricated equipment, IT software, and commercial items; nuclear or related experience is advantageous.

  • Strong understanding of quality assurance and export control requirements.

  • An ability to thrive in fast-paced environments, displaying exceptional organizational and communication skills.
