Performs semi-skilled, skilled, and partial leadership work in connection with the public works departments and related public works infrastructure.

Distinguishing Career Features

The Public Works Equipment Operator is a skilled level in a career path for maintenance and cleaning of City right-of-ways, alleys, storm drainage systems, other public property, and non-compliant private property. The Public Works Equipment Operator requires a minimum of three years of experience operating a range of equipment including backhoes, tractors, rollers, compactors, wheel loaders, grapple trucks and single and double-axle dump trucks. Public Works Equipment Operator requires the ability to train and observe safe work habits. Advancement to Heavy Equipment Operator requires applicable experience and/or certifications to operate heavy equipment.

Essential Duties and Responsibilities

The Street and Property Cleaning Equipment Operator is capable of leading and performing any of the following general and specialized functions:

Operates equipment that support installation, maintenance and cleaning of city right-of-ways, alleys, storm drainage systems and other public property.

Operates small-to-medium size construction equipment such as the high pressure sewer jet, vacuum truck, street sweeper, backhoe, water truck, wheel loader, grader, personnel lift, concrete/asphalt saws, chain saws, and related equipment.

Operates and maintain Street Sweeper.

Actively participates in and assists with setting up departmental on-call lists. Responds to urgent situations initiated by customers. Assists other Specialists in determining cause and location of service requests.

Serves on-call evenings and weekends and responds to Public Works emergencies when called.

Leads and participates in construction, cleaning and repair of storm drains, ditches, pipelines and catch basins.

Operates specialized equipment, to inspect, clean, construct and maintain storm pipelines, ditches, catch basins, lateral lines and manholes.

Participates in locating and marking sanitary sewer/storm main lines and laterals to elevate necessity of repair or placement.

Digs and backfills trenches and holes. Breaks and repairs concrete and asphalt surfaces. Excavate and replace concrete and asphalt surfaces.

Reviews work-in-progress for compliance with specifications and quality. Suggests modifications for quality purposes.

Leads teams to trim brush and other obstructions around roadways including the retrieval of litter or other debris on medians, gutters, curbs, and related areas.

Transports work teams by operating trucks, passenger vehicles or smaller automotive equipment including transport of tools, materials, and debris.

Performs other duties as assigned that support the overall objective of the position.

Qualifications

Knowledge and Skills

The position requires working knowledge of the methods and techniques of construction, maintenance, and repairs related to public works. Requires working knowledge of inspection, designs, servicing, repair, or replacement methods used in streets, parks, storm water and drain systems. Requires knowledge of and skill in using a full range of light-to-medium duty equipment and tools used in the maintenance and repair as assigned public works systems. Requires knowledge of and skill at performing metal fabrication, cutting, and repair. Requires working knowledge of occupational hazards and safe work practices sufficient to train and observe work of team members. Requires sufficient math skills to record distance and volume measurements Requires sufficient human relation skills to work as part of a team and demonstrate courtesy to customers. Must be fluent in English language for the safe and effective performance of the job.

Abilities

Requires the ability to perform a variety labor to semi-skilled maintenance, construction, and repair work in the area of work assigned and assist or participate with other Specialists in related areas. Requires the ability to learn and operate light-to-medium duty vehicular and stationary mechanical equipment in a safe and efficient manner. Requires the ability to read and understand oral and written instructions, diagrams, maps, and blueprints. Requires the ability to use a personal computer to access and print maps and other printed material, to evaluate system conditions, and to record and store field data. Requires the ability to train others. Requires the ability to work as contributing member of a team, work productively and cooperatively with other teams and external customers, and convey a positive image of the City. Requires the ability to participate in, and accept on-call assignments. May be required to work rotating work schedules.

Physical Abilities

Incumbent performs work of an active nature requiring sufficient cardiovascular condition to carry out the job duties on a sustained basis. Requires the ability to stand for extended periods of time, walk up to 400 yards, and manipulate (lift, carry, move) light to heavy weights of up to 75 pounds on a regular basis. Requires the ability to push, pull, and guide materials over 75 pounds. Requires the ability to climb (e.g. ladders), stoop, kneel, and crouch on a regular basis. Requires sufficient hand-eye coordination, hand and finger dexterity including ability to grasp, and operate demanding equipment. Requires auditory ability to hear machinery sounds and alarms. Requires near and far visual acuity to read printed materials, video readings, and observe stationary and moving objects. Requires speaking ability to carry on ordinary conversations. Requires the ability to work in extreme temperature conditions and on varying work hours.

Education and Experience

The position requires a high school diploma or GED, or passing of an approved reading aptitude exam may substitute for a high school diploma/GED, and four years of construction, maintenance and repair experience, preferably in a public works environment and three years of relevant equipment operator experience.

Licenses and Certificates

Equipment Operator requires a valid Class B commercial Texas driver's license.
