Public Works Superintendent - State

This is a supervisory position responsible for the direction of a portion of the planning, estimating, engineering, construction, maintenance and emergency operations on County, State and Local roads and bridges in the County. The work of the person in this position also supports the administration of safety, training, administrative and labor relations activities of the Public Works Department. This position exercises supervision directly or through subordinate employees over a large group of employees engaged in routine or emergency highway and bridge - maintenance, construction and repair activities. Plans, organizes and schedules normal and emergency work programs and administrative tasks on a daily/weekly basis. Works with Consultants, Contractors, and County, State and Local personnel.

40% Plans, organizes and schedules normal and emergency work programs and administrative tasks on a daily/weekly basis.
-Makes assignments based on season, complaints, project schedules and routine
maintenance activities.
-Coordinates the use of equipment and personnel with other Department supervisors based on new projects, work in progress, and the use or maintenance of equipment and tools.
-Travels state, county and local roads in the county to monitor conditions and identify tasks needing attention.
-Prepares operational reports such as for storms, bridge maintenance, road maintenance, shop operations and emergency response.
-Maintains records on materials used and/or stored for road maintenance.
-Prepares work schedules, checks and approves time cards, maintains necessary records and prepares required reports. Approves time off requests.
-Enforces department work and safety rules.

25% Plans and designs, in consultation with administrative superiors or state highway maintenance representatives, highway/bridge construction and maintenance projects.
-Identifies projects; develops plans, specifications and estimates and oversees construction and maintenance of the Department's buildings and grounds throughout the county.
-Develops cost estimates for road and building projects.
-Performs field surveys and measurements to gather data and make simple designs on road/bridge/park projects.
-Plans and obtains project materials for timely use on projects.

10% Performs on-call responsibilities.
-Provides coverage on a rotating basis.
-Provides emergency coverage for snowstorms, flooding, windstorms, pavement failures, crashes or other emergencies in the field.
-Checks weather conditions; then plans and implements a response by the department.

10% Oversees and coordinates the orientation, evaluation and training of employees.
-Orient and mentor new employees.
-Establish a training plan for new employees.
-Evaluate all employees at least once a year, and probationary employees based on the
County Policy.
-Participate in (lead) safety training and loss prevention training.
-Maintain appropriate record keeping.

10% Coordinates and manages administrative functions.

-Assist with the writing and updating of the Department's policy & procedure manuals.
-Compile and analyzes reports on departmental operations.
-Assist in the testing, hiring, evaluating, disciplining and firing of staff.
-Represent the Department to investigate incidents and
grievances.
-Investigate damage or injury reports and documents all incidents.
-Prepare budget requests for selected items to be included in the department budget.
-Follow up on the complaint tracking system to assure that all matters have been
investigated and resolved.
-Attend training, conferences, educational classes and meetings as directed.
-Act on behalf of the Director of Public Works when so directed.

5% Performs other duties as assigned.

-Thorough knowledge of highway and bridge maintenance and construction, including equipment and practices used in the area of assignment.
-Ability to plan, assign and supervise the work of others.
-Thorough knowledge of the hazards and safe work practices related to the area of work assignments of subordinates.
-Knowledge of the principles and practices of administrative management.
-Knowledge of the principles and practices of highway engineering.
-Ability to maintain accurate and current records and to prepare clear and concise reports from them.
-Ability to read plans, estimate work, plan work and accurately bill for services performed.
-Ability to plan, organize and coordinate diverse construction, maintenance and repair programs and activities of a large Public Works Department.
-Knowledge of measuring and surveying principles.
-Knowledge of the Federal Highway Manual on Uniform Traffic Control Devices (MUTCD) and the State of Wisconsin Supplement to the MUTCD (WMUTCD).
-Competence in math to compute grades, develop estimates, lay out work and compile reports.
-Ability to establish and maintain effective working relationships with supervisors, peers, subordinates, county and other local government officials, and the general public.
-Skills in complaint investigation, dispute resolution, labor contract administration and negotiation.
-Ability to us a computer and access e-mail, Internet and use common office programs like WORD and EXCEL.

-High school diploma or equivalent.
-Associate degree in supervisory management, business management or related field desirable.
-Minimum of ten years responsible work experience in road maintenance and construction.
-Five years experience in supervising staff in road maintenance and construction.
-Experience in construction surveying and engineering.
-Experience or training in human resources management, including employee training.
-A combination of training and experience may be considered.

-Must possess a valid Commercial Drivers License (Class A) when hired and a working telephone. Must Possess and maintain a current unrestricted (not due to corrective lenses) driver's license and auto insurance pursuant to the Rock County Administrative Policy and Procedure Policy 5.02 and 5.27.

-Positions in the job class this position is assigned to are subject to random drug and alcohol testing pursuant to Department of Transportation rules and regulations. Testing negative on required tests is a condition of employment.

Physical Elements:

-Ability to climb, crawl, bend, squat, kneel, stand, walk, lift on uneven surfaces and sit for long periods of time.
-Ability to exert 50-100 lbs. of force occasionally, 20-50 lbs. of force frequently, and 10-20 lbs of force regularly.

Equipment Use:

- Usually drives a pickup truck; occasionally must operate other vehicles and equipment to instruct or in an emergency.
- May be required to occasionally lift and operate portable power tools such as chain saws, cut off saws, jack hammers (60 lb), rotary hammer drills, and various other types of maintenance and construction equipment for training purposes.
- Use of a computer.

Working conditions:

- Duties are performed both in the office and outside in the field, involving exposure to all weather conditions.
- Employees in this position work around construction and maintenance equipment at highway and bridge construction sites, they may be exposed to construction hazards such as: traffic, dust and dirt, and noise.
- Employees are subject to potentially hazardous substances such as: diesel fuel, gasoline, lubricants, and solvents. Employees may be required to report for work at any time to work in emergency conditions such as storms, flooding, at accident scenes, and for emergency repairs to roads, bridges, and signs.
