The City of Keene is seeking an experienced Highway Foreman who would like to be involved in a variety of projects and who will take pride in providing leadership and supervision to his/her employees. As a supervisor in the Public Works Highway Division your duties will include: Planning reviewing scheduling and implementation of maintenance repair and construction activities on the City transportation system (bridges streets sidewalks parking facilities etc.) storm water system (catch basins lines open channels etc.) urban forest system and City owned properties. With the work you do you will be doing something important and meaningful for the community! Supervision of work crew(s) ensuring that operations are performed safely efficiently and in a timely manner. Handling and resolving customer concerns and complaints. Maintaining time attendance and performance records as well as other bookkeeping and reporting. Performing seasonal maintenance and operating construction equipment. Essential Duties and Responsibilities

  • Handle and resolve customer concerns and complaints. This requires good public service skills.
  • Responsible to ensure the compliance with City and Department policies; procedures; and standards.
  • Responsible for the safe operations of work crew(s) ensuring adherence to acceptable safety procedures.
  • Plans; schedules and inspects work performed by crew(s).
  • Supervises work crew(s) and ensure that assigned work is completed successfully; efficiently and in a timely manner.
  • Work with other Foreman within the Division; the Public Works Department; and other City departments to manage and allocate equipment and personnel resources.
  • Maintain time; attendance and performance records and performs other bookkeeping and report functions as required.
  • Meet with Highway Superintendent to communicate what work is completed; ongoing; and planned.
  • Perform winter maintenance.
  • Perform and supervise traffic control activities as required.
  • Perform monitoring; maintenance and construction activities on roads and parking facilities including the grading of gravel roads; use of asphalt repair products; and sealing cracks.
  • Perform monitoring; maintenance and construction activities on sidewalks. This may involve concrete work.
  • Perform monitoring; maintenance and construction activities on drainage structures including catch; basins; pipes an open channels. This may involve concrete work.
  • Perform landscaping activities including the installation and maintenance of flowers; shrubs; and trees.
  • Perform and supervise the pruning and removal of trees and vegetation.
  • Perform and supervise preventative maintenance on tools and equipment to ensure proper operation; serviceably; and safety.
  • Operate and train employee on hand tools; power tools and construction equipment involved in the maintenance; repair; and construction activities.

Note: Construction equipment generally used by this position include but not limited to: 1 Ton truck; large dump truck; pay loader; road grader; backhoe; asphalt roller; brush chipper; trailers; and trailers loaded with equipment weighing more than 10;000 lbs.. Hand and power tools generally used by this position include but not limited to: saws; drills; lawn mowers; chain saws; jack hammers; pipe saws; cement mixers; and snow blowers;

Note: This position is subject to stand-by duty and call-back during non-regular working hours; weekends; and holidays. This position is required to respond within 60 minutes (depending on weather conditions) to the work site upon being recalled to work. There is considerable amount of overtime during winter months (October through April). The position is subject to Federal drug testing.

A. EDUCATION AND/OR EXPERIENCE

High school diploma or general education degree (GED); plus three to five years' related experience and/or training in general construction; general highway maintenance and construction; and one to two years' of supervisory experience.

B. Language Skills

Ability to read and interpret documents such as safety rules; operating and maintenance instructions; and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

C. Computer Skills

Working knowledge of e-mail; word processing; database; and spreadsheet software. Familiar with tablets and other electronic input devices.

D. Mathematical Skills

Ability to calculate figures and amounts such as discounts; interest; commissions; proportions; percentages; area; circumference; and volume. Ability to apply concepts of basic algebra and geometry.

E. Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written; oral; diagram; or schedule form.

F. Certificates; Licenses; Registrations

Valid NH commercial driver's license (CDL) with Class A endorsement preferred. Class A and Tank endorsement must be obtained within six (6) months from hiring date.

Attend classes to achieve Senior Roads Scholar Certification.

PHYSICAL DEMANDS

This position involves light to heavy physical labor. The employee is regularly required to stand; walk; use hands to finger; handle; or feel; reach with hands and arms; stoop; kneel; crouch; or crawl; and talk or hear. The employee is occasionally required to sit; climb or balance; and taste or smell. The employee will frequently lift and/or move up to 50 pounds and occasionally more than 100 pounds. Specific vision abilities include distance vision; peripheral vision; depth perception; and ability to adjust focus.

Work Environment

The noise level is usually loud to very loud. This position frequently involves work outdoors in a variety of weather conditions. There is frequent exposure to moving mechanical parts and vibration. There is occasional exposure to high or precarious places fumes or airborne particles toxic or caustic chemicals and risk of electrical shock. Outdoor weather conditions vary depending on the season.
