Description

Performs administrative work scheduling recycling routes, ensuring equipment is in working order and scheduling repairs, monitoring and completing reports from staff, training new staff, overseeing all operations for curbside collection, and code enforcement, and related work as apparent or assigned. Work is performed under the limited supervision of the Recycling Administrator. Continuous supervision is exercised over all personnel within the team.

Examples of Duties

  • Manages daily schedules and routes with Recycling Coordinator and drivers.
  • Reviews and assigns the routes and collection methods of crews in residential recycling collection; ensures collection and disposal meet environmental standards.
  • Ensures the proper utilization of staff and equipment; provides recommendations for additional staff and equipment.
  • Prepares weekly and monthly progress reports; files all accident reports.
  • Ensures citizen complaints are properly processed and recycling violations are corrected with the help of the recycling administrator.
  • Develops programs of preventive maintenance on equipment in conjunction with garage personnel.
  • Inspects collection routes to ensure adequacy and timeliness of work.
  • Manages the end of the day check in process, capturing and communicating key service, safety, and equipment issues.
  • Reviews weekly demand/volume for routes, determines potential gains from re-routing and recommends re-routes to appropriate staff.

Typical Qualifications

Education and Experience: High school diploma or GED and moderate experience in recycling, or solid waste operations, or equivalent combination of education and experience.

Knowledge, Skills and Abilities: Thorough knowledge of related industry, organization, and department policies, practices, and procedures; thorough knowledge of related industry, organization, and departmental legal guides, recommendations, best practices, ordinances, and laws; thorough knowledge of industry standard and department specific equipment and procedures; ability to plan and lay out the work of a number of crews; ability to analyze work operations and recommend improvements; ability to read maps; ability to understand and apply governmental accounting practices and maintenance of financial records; ability to establish and maintain effective working relationships with associates and the general public.

Physical Requirements: This work requires the occasional exertion of up to 50 pounds of force; work regularly requires standing, walking, sitting, speaking or hearing, tasting or smelling and repetitive motions, frequently requires using hands to finger, handle or feel and reaching with hands and arms and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm's length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to wet humid conditions (non-weather) and occasionally requires working near moving mechanical parts, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).
