Water Reclamation Operator Mechanic

Purpose and Scope :

The primary purpose of this position is to ensure a reliable, efficientand safe effluent as required by the NPDES permit, meeting all state andfederal water standards. The incumbent accomplishes this through a variety ofsemi-skilled to skilled maintenance duties to keep plant equipment, facilities,pump stations and all other related mechanical equipment operating at peakefficiency.

A unique aspect of this position is that it not only is part of Water Reclamation Plant Maintenance team, but also assumes the duties of the Water Reclamation PlantOperator when assigned to operate and monitor the treatment plant system. Therefore this position must be adept atmechanical and maintenance related tasks, and also have aptitude for science-basedprocesses and duties. The incumbent mustbe able to obtain all required wastewater operation licenses.

Examples of Job Duties :

The following isintended as a brief description/illustration of the duties, responsibilities,and requirements of this position and are not intended to be all encompassingor all-inclusive.

1. Inspects, adjusts, repairs and installs mechanical equipment throughoutthe treatment plant, pump stations and water reclamation treatment system.

2. Performs preventive maintenance on all plant and pump station equipmentper schedule and direction from supervision. Keeps accurate records of preventative maintenance work.

3. Inspects and repairs sanitary and storm water collections system,including manholes, catch basins and piping.

4. Paints equipment and piping throughout the treatment plant and relatedsystem.

5. Receives, loads and unloads materials, equipment, tools and suppliesnecessary to properly maintain the system. Safely operates fork truck. Assists with keeping proper records of such.

6. Safely operates man lift to perform various overhead maintenance tasks.

7. Safely and proficiently operates a wide variety of hand and power tools,including drill motors, grinders, saws and more.

8. Assists other maintenance personnel with job assignments and projects,as assigned by supervision and the Plant Mechanics.

9. Assists in keeping an accurate inventory of spare parts, lubricants andall other necessary supplies for maintenance of the Water Reclamation plant and system.

10. Performs arc and gas welding, heating or cutting in fabrications,installation and repairs.

11. Operates flusher truck and combination vacuum/flusher trucks to jet andvacuum sewer piping, manholes and catch basins in the sanitary and storm watercollection systems.

12. Inspects, cameras and assists with lining sewer piping in the sanitaryand storm water collection systems.

13. Inspects and cleans various tanks, wet wells and clarifiers in thetreatment plant and pump stations.

14. Performs cleaning and housekeeping tasks throughout the treatment plantas needed.

15. Cleans and maintains the chlorine analyzer and dissolved oxygen probe toensure optimal performance.

16. Monitors and maintains digester skid, including belt adjustments,draining condensate and maintaining oil levels, to ensure optimal performance.

17. Dewaters and decants bio-solids storage tanks and safely transfersbio-solids to treatment processes.

18. Hauls rags, grit and bio-solids to landfill for safe disposal.

19. Operates belt filter press and makes up chemicals for use in filter process.

20. Performs storm water audit, inspecting all catch basins on treatmentplant premises.

21. Performs preventive maintenance work on plant operations equipmentincluding ferric pumps and piping, polymer pumps and piping, boilers and otherequipment.

22. Tests and calibrates all portable and stationary air monitoringequipment throughout the treatment plant, and tests the chlorine alarmssensors.

23. Maintains chlorine feed system, including rotometers, automaticchange-over valves, vacuum ejectors and valves, as required. Changes chlorine cylinders as needed. Offloads full chlorine cylinders fromdelivery truck and loads empty cylinders onto truck, as required.

24. Cleans and maintains bisulfite feed system piping and pumps.

25. Performs all required sampling of sludge and water in the water reclamation plant and collection system.

26. Performs all duties with upmostattention to safety, ensuring safety of self and all others.

27. As assigned, performs all the duties of a Water Reclamation Plant Operator, including being scheduled to shift work for longer termassignments. (See Plant Operator Job Description).

28. Supports core values, mission and goals of the department and theCity of Midland.

29. Performs all other duties as assigned.

Required Knowledge, Skills and Abilities :

1. High School Diploma and training in a mechanical or maintenancefield, or in an environmental, chemistry,biology or other related science field.

2. Minimum three years work experience in a skilled trade ormaintenance field required in an operation of similar scope and size as theMidland Water Reclamation Plant. Scientific, chemical processing or related field preferred.

3. Demonstrated proficiency in mechanical and maintenance work,including strong knowledge of tools and methods to perform Water Reclamation plantmaintenance work. Hands on knowledge of mechanical,plumbing, motors and pumps.

4. Must have strong aptitude for mathematics, blueprints/drawings/schematics,and chemistry fields, preferably including formal training.

5. Working knowledge of plumbing, hydraulics, pipe fitting, weldingand heating/cooling systems.

6. Ability to pass all required safety training such as fork truckdriver certification, confined space entry, traffic control, asbestos, etc.

7. Highly effective and creative problem-solving skills in atechnically complex environment.

8. Ability to carry out assignments both independently and as ahighly functional member of a work group.

9. Ability to stay organized and balance conflicting deadlines withunforeseen events. Ability to work wellunder pressure.

10. A bility to communicate effectively and tactfully, both in writing andverbally.

Other Requirements of the Job:

1. Possessionof a valid motor vehicle operators license issued by the State of Michiganwith CDL Class B and tanker endorsement. Must maintain a good driving record as a condition of employment.

2. Mustsuccessfully pass State of Michigan D Municipal Wastewater License withinthree testing cycles of eligibility date and maintain license as a minimumrequirement of the job.

3. Abilityto work alone safely for long hours when assigned to evening or night shifts.

While performing the duties of this job, the individual must regularlyand quickly traverse through a very large plant and surrounding facilities(including ladders, stairs, tight/enclosed spaces and uneven terrain); operatea wide variety of tools and equipment; must be able to communicate withindividuals in person and by telephone; repetitively operate and manipulate allstandard office, SCADA and water reclamation treatment equipment; required tooccasionally lift, move and secure objects weighing up to and sometimesexceeding 50 pounds. Specific visionabilities required by this job include close vision, distance vision, colorvision, and the ability to adjust focus. Must be able to detect both visual and audio plant alarms and calls.
