GENERAL STATEMENT OF DUTIES: Performs professional engineering and responsible administrative work participating in the review and approval of private land development projects, public works, and utility facilities; does related work as required. Work is performed under the regular supervision of the Assistant Director of Engineering.
DISTINGUISHING FEATURES OF THE CLASS: Provide engineering plan review, project management, GIS and design services related to the Department; ensure quality control for project designs and specifications; ensuring compliance with established project schedules; mentor junior engineering staff.

- Participates in and coordinates the review of site and construction plans and specifications for code compliance, local, state, and federal standards and policies, and sound engineering practices.
- Participates in engineering design of water, sewer, stormwater, streets, and other infrastructure.
- Meets with developers, architects, and engineers to resolve problems concerning compliance with ordinances, regulations, and general construction issues.
- Serves as a liaison to the citys Technical Review committee.
- Prepares proposals, requests for proposals, and bidding documents; tracks bids and coordinates bid openings in accordance with applicable local, state and federal standards. Maintains GIS database of City infrastructure for the department.
- Provides infrastructure mapping requests to developers as needed.
- Provide annual update of official Powell Bill Map
- Review and manage all R/W, Utility, and Extension/Service Permits & Encroachment Agreements
- Develops and implements work schedules within the department.
- Provides engineering and technical assistance to other City departments.
- Represents Department as technical representative for City with other departments, developers and reviewing agencies.
- Assists in conducting operational planning sessions to determine whether goals and timelines are integrated with departmental priorities.
- Reviews contractor payment requests to ensure compliance with contractual work.
- Establishes criteria for the design and construction of public works and public utilities projects, evaluates existing or proposed standards, and recommends revision.
- Performs related tasks as required.
Comprehensive knowledge of theory, principles, standard methods and practices of civil engineering, design of water purification and distribution systems, and wastewater collection systems; ability to plan, lay out and review the work of technical subordinates; ability to review development projects, prepare related designs, estimates, specifications, construction contracts; ability to perform difficult engineering computations on engineering problems and planning; ability to establish and maintain effective working relationships with public officials or representatives, employees, contractors and the general public; skill in the use of engineering equipment and instruments; ability to prepare complex cost reports and to prepare other financial records for monitoring projects; ability to perform multiple tasks. ACCEPTABLE EXPERIENCE AND TRAINING:
Bachelors Degree in Civil Engineering from an accredited college and a minimum of seven (7) years of progressively responsible engineering experience.
MINIMUM REQUIREMENTS:
Possess an appropriate drivers license valid in the State of North Carolina and Must be a licensed professional engineer in North Carolina or have a professional engineering license in another state, to obtain reciprocity within 6 months of employment.
