DEFINITION
Under general supervision, performs advanced and complex professional civil engineering work associated with the design, development, investigation, construction of land development projects, public works and/or capital projects, and specialized traffic engineering assignments; performs complex civil engineering functions for citywide public infrastructure, capital improvement designs, construction project inspections, and contract management; prepares advanced studies and reports; reviews plans, evaluates costs, and conducts field reviews; provides lead direction over assigned staff; and performs other related duties and responsibilities as required.
DISTINGUISHING CHARACTERISTICS
The Senior Civil Engineer is the advanced and lead journey level class within the professional Engineering Series. Incumbents assigned to the senior level are experienced and registered professional engineers with responsibility for leading and performing the more complex civil engineering tasks and projects. The application of professional knowledge and skills is required in the research, analysis, planning, and implementation of effective engineering designs and project management work, and requires frequent use of independent judgment. Incumbents are expected to perform with a high degree of independence in preparing designs and in fully managing large and complex projects independently or as part of a team. Incumbents serve as the liaison with developers, contractors and consultants, and support larger City projects. Incumbents assigned to this class oversee a greater range of assignments and require more specialized professional knowledge and experience than the Associate Engineer. Incumbents at this level may serve as a lead over a work team and provide training and technical guidance. The work may require occasional attendance at meetings and hearings, and in making presentations to City Council, business and community groups.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Deputy Director of Public Works Director/Assistant City Engineer. Exercises lead direction on a project basis with assigned staff.
ESSENTIAL FUNCTION STATEMENTS --Essential duties and responsibilities may include, but are not limited to, the following:
1. Reviews project plans and specifications involving hydrology, traffic and soils reports and calculations as well as grading plans, sewer plans, waste water facility plans, streets plans, traffic studies, soils reports, and other documents, including plans, parcel and tract maps, and studies; reviews drawings and details of construction and implementation plans; prepares conditions for approval.
2. Participates in the preparation of cost estimates, construction specifications and financial reports; prepares operating, management and capital improvement budget estimates; administers project budget expenses in relation to tasks and schedules; administers plan check and calculates and administers development fee impact assessments and updates.
3. Prepares requests for proposals; evaluates proposals, selects consultants, and administers construction projects.
4. Attends public hearings, committee meetings and workshops; and serves as a liaison between staff, developers, contractors, consultants, and the general public in matters involving engineering planning, construction, cost updates, reimbursement agreements, and capital improvements design.
5. Provides project direction to City consultants and attorneys regarding scope of work; administers professional services contracts; prepares conditions and researches and resolves project issues, verbally or in writing.
6. Develops and revises engineering procedures, policies, standards and guidelines as they relate to particular projects.
7. Prepares construction inspection reports, non-compliance letters, bond and fee letters and developer credits as well as environmental status reports, and public education materials; prepares fixed asset reports.
8. Prepares agenda reports and staff reports for City Council actions; conducts field reviews and prepares quarterly progress reports.
9. Reviews plan check inquiries and recommendations of Associate and Assistant Engineers and technical staff.
10. Evaluates compliance with laws, ordinances, and acceptable WQMP standards recommends corrections or improvements
11. May represent City in various eminent domain property acquisition cases.

Experience:
A minimum of four (4) years of increasingly responsible professional civil engineering experience equivalent to an Associate Engineer.
Training:
Equivalent to a Bachelors degree from an accredited college or university with major course work in Civil Engineering or closely related field, or possession of an Engineer in Training (EIT) California State Board Certification. A Masters degree in a related field is highly desirable.
Licenses and Certifications:
Possession of a State of California drivers license and proof of insurance.
Certificate of Registration as a Professional Civil Engineer issued by the California State Board of Registration for Professional Engineers.
Certificate of Registration as a Land Surveyor is desirable.
