The Department of Organizational Effectiveness (OE) is a new addition to the City of Boise, dedicated to driving excellence, fostering innovation, and enhancing city services. As a horizontal, cross-functional team, OE partners with departments across the city to create a more effective, data- driven and responsive government. The OE portfolio of services includes:

About the Job

As a Senior Project Manager in the Organizational Effectiveness (OE), you will lead a wide variety of projects across numerous City of Boise departments . A versatile project manager who has managed many types of projects will have a distinct advantage . These projects range in size from medium to large but will typically carry the highest strategic importance to the long-term success of the city. This role demands not only technical expertise but also leadership and adaptability in a dynamic environment where priorities evolve and collaboration is essential.

The most successful candidates will demonstrate both proven achievement and strong potential in the following areas:

  • Mastery of Project Management Frameworks Deep understanding of project management principles and best practices, with particular proficiency in PMBOK or similar methodologies. Ability to balance structure and flexibility by applying predictive planning and iterative/agile techniques as appropria te .

Leads medium to large projects of considerable complexity from facility construction projects to land lease agreements. Defines project scope, goals, budget and objectives on the citys large, complex projects by working closely with project sponsors, executive sponsors and external partners. Responsible for project status reports, updates and presentations to department directors and/or the Office of the Mayor.

Builds detailed budgets, plans and executes tracking methods, processes and project tools in cooperation with the finance department. Provides regular project financial status updates. Creates detailed project schedules and identifies necessary resources. Tracks progress, contractual obligations and sponsor expectations, providing timely and transparent updates. Identifies, tracks and mitigates project issues and risks and identifies effective solutions to resolve issues efficiently.

Oversees procurement processes necessary for project success, including preparing and soliciting proposals as needed for the project. Guides the contractual relationship, acting as the contract representative for the City of Boise as needed. Receives and reviews contractual submittals, invoices and other contractual approvals. Monitors contractual terms.

  • Bachelor's degree in engineering, construction management, architecture, computer science, business or a related field
  • 6 years professional experience related to project management or business operations
  • 3 years of experience as a project manager
  • or an equivalent combination of experience and/or education.

Knowledge of: project management methodologies and frameworks; extensive experience with at least one of the following project management applications: Project Management Institute Guide to Project Management Body of Knowledge (PMI-PMBOK), Scaled Agile Framework (SAFe), Lean Six Sigma, and/or Projects In Controlled Environments (PRINCE2); computer usage including related software; procurement processes such as RFx publication and vendor selection; contractual relationships with external vendors; and all aspects of contracts and commercial terms related to project resources, solution implementation, design and/or construction.

Ability to: demonstrate strong leadership skills and accountability; manage complex, large and highly visible projects from idea to successful completion; select, build and lead project teams consisting of various constituent groups and lead multiple, concurrent projects of medium or large size; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training
  • 8 years of professional experience related to project management or business operations
  • 5 years of experience as a project manager
  • Project Management Professional (PMP) certification from the Project Management Institute.
  • Experience working for a public agency.

Licensing And Other Requirements

Valid state-issued driver's license.

Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical hazards. Employees will also drive a vehicle as part of this position. Work includes protected exposure to chemicals. Will sometimes be required to be on-site during construction projects such as new facilities, parking garages, etc.
This position works: after hours, weekends and holidays for some project work.
