We are seeking a Senior Cost Estimator located at USACE Fort Worth District Headquarters supporting the Joint Base San Antonio (JBSA) USACE Area Office (AO). This position will require travel to JBSA (San Antonio) approximately twice a month. This is a client-facing, on-site role that must work independently, with minimal direct supervision, and represent themselves professionally with stakeholders during in-person and virtual engagements. This position will have responsibility for developing Independent Government Cost Estimates (IGCE) and evaluating contractor estimates for construction scopes of work to include modifications, requests for equitable adjustments (REA), and claims. Provide cost engineering and risk analysis of Military Construction (MILCON) projects supporting USACE Government Program/Project Managers and other AO team members. Responsible for activities related to estimating all elements of project cost including labor (manual and non-manual), materials and permanent equipment, supplies, consumables and expenses, construction equipment rental and operating costs, contingency, escalation, program risk, etc. cost breakdown estimating and negotiating, and technical writing.
Requirements- U.S. Citizen
- 10-15+ years of cost estimating and construction management support
- Certification by the Association for the Advancement of Cost Engineering (AACE), Tri-Services, or any nationally recognized cost estimating certification organizations
- Knowledge of Cost Estimating Software and Professional Best-Practices
- Ability to read, interpret, and navigate plans, specifications, and project contract documents
- Compare current project estimates with actual performance, progress payments, and market benchmark data.
- Understand construction means, methods, and sequences across multiple trades and disciplines.
- Strong math and analytical skills
- Ability to prepare detailed materials lists and costs aggregated into project estimates
- Understand estimating terminology and measures; recognizes estimating processes and construction project activities that may impact project.
Preferred:
- Previous DOD MILCON project experience ranging from $10M-$250M+
- Previous USACE and/or U.S. Air Force Civil Engineer Center (AFCEC) project experience
- Experience and/or certification using MII MCASES software for construction cost estimating
- Previous USACE Cost Engineering/Value Engineering experience
- BS Degree in Engineering, Construction Management, or Architectural Engineering
- Knowledge of and ability to manipulate Primavera, USACE Resident Management System (RMS), and Microsoft Software
