Job Summary:
The Construction Inspector provides inspection services of Development and Capital Improvement Projects with emphasis on asphalt, concrete, and utility construction that occurs in the Public Right of Way. This includes storm and sanitary sewers, water mains, fire lines, street paving, curbs and gutters, sidewalks, driveways, and other engineering construction projects.
Experience, Knowledge, Skills:
Minimum Requirements
- Specialized training beyond high school normally gained in a program of less than 18 months duration.
- American Concrete Institute (ACI) Concrete Pavement Inspector Level 1 including Field Testing Technician Grade 1 certification required or ability to obtain within one (1) year of hire.
- Asphalt Paving Materials (APM) LabCAT APM Inspector Certification Level A Certification required or ability to obtain within one (1) year of hire.
- Colorado Water Distribution System Operator Class 1 required or ability to obtain within one (1) year of hire.
- Colorado Class 1 Collection Operator required or ability to obtain within one (1) year of hire.
Working knowledge of documentation for Local Agency administration as used on Federally Funded and C-DOT projects or ability to be trained within six (6) months of hire.
- Valid driver's license
Preferred Requirements
- Two to four (2-4) years of related experience with one (1) year of concrete, asphalt, and utility construction experience.
- Trade certification or technical training in construction industry or related field.

Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job.
Knowledge, Skills, and Abilities:
- Knowledge of a variety of construction methods and materials.
- Knowledge of the principles, techniques, and terminology of civil engineering as they relate to construction in the public right of way.
- Entry level knowledge of complex software.
- Knowledge and experience using Microsoft Office Suite, including Word, Excel, and Outlook.
- Knowledge of and experience using Cityworks and other City proprietary software a plus.
- Skilled in using smart levels, tape measures, rolling wheels, and other small tools to inspect construction.
- Skilled in typing or bookkeeping, operation of several single purpose power tools / machines, or equipment involving specialized training.
- Ability to prepare routine reports or correspondence.
- Ability to learn on-the-job training of processes and procedures.
- Ability to quickly and accurately read and interpret plans and specifications of moderate complexity.
- Ability to make mathematical calculations and compare with various aspects of construction in progress.
- Ability detect structural and other faults, and appraise for quality of construction.
- Collaboration skills, including the ability to work with others from different areas and backgrounds to reach a common goal.

Essential Functions:
- Performs inspections during and upon completion of construction for line, grade, slope, placement, foundation or base, quality of workmanship and material, safety precautions to ensure compliance to city, state, and federal standards and specifications and plans.
- Verifies field tests, including hydrostatic pressure tests, low air pressure tests, vacuum tests, concrete slump, air entrainment, and strengths tests.
- Seeks solutions and information regarding issues with materials and testing of said materials.
Schedules project activities on a daily, weekly, and monthly basis depending on the complexity of the project.
- Communicates diplomatically and effectively with state and federal agencies, coworkers, private industry representatives, technical consultants, and the public.
- Investigates complaints regarding all construction activities and handles difficult situations with patience and good judgment under stressful conditions.
- Articulates information concerning plan interpretation and plan objective.
- Elevates issues of any deficiencies in construction products.
- Formalizes requests on issues encountered during construction that need Project Manager's approval.
- Provides input on intent of plans.
- Keeps the Project Managers informed on progress and conflicts, including suppliers of asphalt, concrete, and any other material supplied to a project.
- Addresses general questions concerning on-going construction projects, including traffic issues, project timelines, etc.
- Completes and maintains various documents, records, reports, and paperwork.
- Provides information for record (as-built) drawings.
- Ensures conformance with current Americans with Disabilities Act regarding the Public Right of Way.
- Ensures compliance with standards as identified in the specifications.
- Provides response to contractors during construction and document for better understanding of plan intent.
- Performs other duties as assigned.
