Deputy Building Official
JOB SUMMARY
The purpose of this position is to manage and supervise building and property maintenance inspections, operations, and staff to ensure compliance with local, state and federal codes and regulations.
ESSENTIAL JOB FUNCTIONS
- Supervises, directs, and evaluates assigned staff; processes employee concerns and problems; directs work; counsels, disciplines, and completes employee performance appraisals; and schedules workload for inspectors.
- Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; prepares and distributes work schedules, including vacation and personal time off; confers with assigned staff; assists with complex/problem situations; and provides technical expertise.
- Ensures Department compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; and initiates any actions necessary to correct deviations or violations.
- Conducts spot reviews in the field; monitors staff inspecting for code compliance of residential, multi-family and/or commercial structures including building, electrical, framing, footing/slabs, HVAC, plumbing, insulation, erosion and sediment control, gas, water, fire suppression systems, fire alarms, kitchen hood systems and other items; and observes inspection techniques, interaction with the public contractors and design professionals, and other inspection activities.
- Oversees all phases of permit processing, plan review processing, and flood plain coordination; monitors operations to ensure compliance with policies and procedures; and monitors operations to ensure timely processing of permitting, plan reviewing and flood plain coordination.
- Provides technical assistance and information to citizens, property owners, land developers, staff members, City officials, or other individuals regarding building codes inspection procedures, and other issues pertaining to code compliance programs and services; responds to questions, complaints and/or requests for information; and explains and interprets Department policies and procedures, ordinances and code.
- Oversee certification and training for assigned staff; monitors continuing education requirements; assists in scheduling on and off-site training sessions; and maintains all related documentation.
- Assists in developing and implementing Department budget; monitors expenditures and revenues to ensure compliance with approved budget.
- Researches and maintains current knowledge of legislation and current case law pertaining to building code issues; interprets codes; and makes recommendations on changes or revisions to building code and other ordinances.
- Prepares or completes various forms, reports, correspondence, performance appraisals, budget requests, schedules, training agendas and materials, hurricane readiness agendas, appeals, disciplinary reports and forms, check lists, or other documents.
- Receives various forms, reports, correspondence, inspector time sheets, inspection rosters, certificates of occupancy, job applications, architectural drawings, construction applications, leave/vacation requests, engineering revisions, code books, ordinances, standards, manuals, publications, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
- Maintains a comprehensive, current knowledge of applicable codes, regulations, and standards; reviews new codes and changes to existing codes; maintains an awareness of new methods, materials, trends and advances in the profession; reads professional literature; maintains professional affiliations; and attends seminars, workshops, and training sessions as appropriate.
- Operates a personal computer, assigned vehicle and general office equipment as necessary to complete essential functions, including the use of word processing, spreadsheet, database, or other system software.
ADDITIONAL FUNCTIONS
- Performs field inspections as needed.
- Coordinates disaster relief and assessment activities in the case of natural disasters.
- Performs other related duties as assigned.
Education and Experience:
Associate degree in a construction or building-related major preferred with five (5) years related experience in building inspections, plans examination, or a closely related field; or High School Diploma or GED with eight (8) years of progressive, related experience in building inspections, plans examination, or a closely related field.
Licenses or Certifications:
Must possess and maintain a valid driver's license.
Must possess (or obtain within 1 year of hire) and maintain valid certifications in the following: Certified Building Official.

PHYSICAL DEMANDS
The work is sedentary work. The employee is occasionally required to exert up to 10 pounds of force to move objects. Additionally requires: balancing, climbing, crouching, hearing voices and distinguishing among sounds, mental acuity, speaking, expressing ideas by the spoken, visual acuity in data/color/observations/operating equipment/inspect defects or measurements, and walking.
WORK ENVIRONMENT
Work is performed not only in an office setting but also in the field which may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, humidity, rain, fumes, temperature and noise extremes, unsafe structures, heights, confined spaces, machinery, vibrations, electric currents, traffic hazards, bright/dim lights, or rude/irate customers. Work is performed part of the time working in an environment where errors on this job can lead to significant physical or mental consequences for self or others.
