Under administrative direction, plans, schedules and supervises the staff and operations of building inspection, permitting and code enforcement; reviews and approves building plans, makes field inspections of buildings and other structures to evaluate the safety of the design and construction; ensures compliance with established codes, laws and regulations. Plans, schedules and supervises the staff and operations of building inspection, permitting and code enforcement; participates in the hiring of new staff; trains and develops staff; evaluates performance and recommends disciplinary action as required; ensures that all staff activities are in compliance with established codes, laws and regulations. Participates as active member of management staff by attending staff meetings; represents the City and the division at public, professional and association meetings and hearings; prepares a variety of studies, reports and related information for decision-making purposes. Ensures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; prepares grants and associated programs; assures effective and efficient use of budgeted funds, personnel, materials, facilities and time. Oversees and manages the plan review process; supervises and oversees the field inspection of construction projects; performs the duties of a plans examiner and building inspector as needed; ensures compliance with established codes; issues correction notices and citations. Consults with architects, engineers, contractors and property owners concerning building construction; explains, interprets and provides guidance regarding all applicable codes, ordinances and local regulations to architects, engineers, contractors, developers and other interested parties. Reviews current trends and developments in the field of construction and prepares amendments to codes, ordinances and local regulations. Researches complaints regarding commercial and residential buildings, building construction and code compliance; resolves complex and sensitive customer service issues, either personally, by telephone or in writing; maintains records and documents of customer service issues and resolutions. Administers the permitting function, including application, fee assessment and collection, permit issuance, inspection and occupancy. Board of Appeals ex post factor member. Knowledge of carpentry, electrical, cement, and plumbing work. Knowledge of applicable laws, codes and regulations. Knowledge of planning and budgeting. Knowledge of supervisory methods and techniques. Skill in establishing and maintaining effective working relationships with fellow employees, contractors, developers, architects, engineers, owners and the general public. Skill in reading and understanding codes in relation to complicated plans and blueprints. Skill in communicating effectively, both orally and in writing; record keeping. Education and Experience High School diploma or GED, supplemented by two (2) years of post-secondary college, technical instruction in building technology, construction management, mechanical, electrical, plumbing or building construction and/or inspection of same; four (4) years of experience in general construction and related fields. Environmental Factors and Conditions/Physical Requirements: Work is performed in both office setting and outdoors at various land use developments and construction sites with exposure to noise, chemicals, adverse weather conditions, high places and moving mechanical machinery. Hand-eye coordination is necessary to operate various pieces of equipment. Frequently requires sitting, standing, walking, talking and hearing; occasionally requires walking on uneven and elevated surfaces; occasionally requires lifting and/or moving up to 75 pounds. .
