Location Notice: The position requires the employee to visit project sites up and down the NC coast with varying project assignments. The Ferry Division is open to a flexible work location at other NCDOT locations outside of Currituck County including DOT sites in Division 1 and Division 2.
The Environmental Program Supervisor I is a key position within the NCDOT Ferry Division responsible for leading environmental permitting and compliance activities across ferry operations, facilities, and maintenance projects. This role ensures full compliance with local, state, and federal environmental regulations and supports the Division's long-term stewardship goals.
The Ferry Division operates 23 ferries across 7 routes along the NC coast, supported by over 550 employees. Projects range from vessel and facility maintenance to dredging and infrastructure development, requiring broad and detailed environmental expertise. This position works closely with internal units (Marine Maintenance, Facility Maintenance, Engineering, Safety) and external agencies (USACE, NCDCM, NCDWR, NPS) to maintain regulatory compliance and environmental performance across the Division.
Key Responsibilities
Environmental Permitting and Compliance
Prepare and manage permit applications for Division projects involving construction, maintenance, dredging, or facility upgrades.
Obtain and renew a variety of permits in compliance with Section 404/401 and 402 of the Clean Water Act, Section 10 of the Rivers and Harbors Act, the Coastal Area Management Act (CAMA), and other federal, state and local rules and statutes.
Coordinate with federal, state, and local agencies such as the U.S. Army Corps of Engineers, NC Department of Environmental Quality, National Park Service, and local health departments.
Interpret and communicate permit conditions for internal staff, management, and contractors.
Provide technical oversight for consultants and serve as the primary point of contact for environmental permitting scopes.
Stormwater Program Management
Manage the Ferry Division's Stormwater Pollution Prevention Program (SPPP) under NPDES Permit NCS000250.
Conduct quarterly and semi-annual inspections across 13 ferry terminals and the Manns Harbor Shipyard.
Track deficiencies and recommend corrective actions; update stormwater plans based on facility changes.
Perform and audit inspections of fuel storage tanks and fueling equipment.
Scope and support stormwater components of construction projects.
Environmental Stewardship and Training
Monitor environmental performance metrics and ensure compliance across all Ferry Division activities.
Develop and deliver environmental training programs for staff at all levels.
Support coordination with the NCDOT Environmental Analysis Unit for projects involving cultural, historic, or natural resources.
Ensure wetland delineations, surface water identifications, and high-water marks are accurately established for relevant projects.

Demonstrated ability to analyze, manipulate and evaluate information/data, including the use of software
Demonstrated ability to handle with tact, consistency, and sound judgement the diversity of public contacts demanded in consultative services and enforcement
Knowledge of scientific principles, ecological processes, and environmental factors relevant to the area of assignment
Demonstrated ability in coordinating with multidisciplinary staff on technical matters and explaining engineering concepts to staff and customer groups
Demonstrated ability to work independently to ensure project objectives are completed within established timeframes
Additional Expectations:
This position requires occasional fieldwork and travel to ferry terminals, maintenance yards, and project sites along the North Carolina coast.
