ABOUT THIS POSITION

The Street Transportation Department ensures the safe, efficient, and convenient movement of people and goods throughout the city. The department supports citywide infrastructure projects aimed at improving the quality of life in Phoenix. The goal is to provide a safe and sustainable transportation network and deliver infrastructure services through a dedicated and forward-thinking workforce that addresses the changing needs of the city.

The Street Maintenance division is seeking a Civil Engineer III. This is the supervisory and technical lead position for the Pavement Management Team, which is tasked with major maintenance of the City's 5,000-mile street network.

Responsibilities include:

  • Working closely with City Staff in other divisions and departments, communicating with outside agencies, and contractor representatives while providing guidance on pavement maintenance strategies.
  • Responding to citizen inquiries regarding street resurfacing schedules and coordinating with other City Departments to avoid conflicts in the paving schedules with other City projects.
  • Understanding the upkeep of the pavement management system, monitoring the performance and operation of the Pavement Management Automated Data Collection vehicle.
  • Understanding of Pavement Management Systems, pavement materials, and pavement maintenance construction practices would be critical.
  • Preparing documentation for senior City staff; tracking and relaying changes in the Pavement Management Five-year Plan.
  • Negotiating and preparing agreements for Job Order Contracts and Agreements.
  • Advising on technical aspects of project design and construction documents.
  • Producing, reading, reviewing, and interpreting project specifications.
  • Writing correspondence to contractors.

IDEAL CANDIDATE

  • Proficient in using Microsoft Office programs.
  • Strong written and verbal communication skills.
  • Knowledge of:
  • Construction schedule evaluation.
  • Asphalt and concrete materials, specifications, construction strategies, and maintenance.
  • Construction methods, materials, and practices used in municipal Right-of-Way construction projects.
  • Asset management concepts and practices, specifically pavement distresses and remediation strategies.

SALARY

Pay and Hiring Range: $113,193 - $131,040 annually.

  • The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, and or training, as well as internal equity.

MINIMUM QUALIFICATIONS

  • Four years of experience in the practice of civil engineering, traffic engineering, architecture, or a related field.
  • One year of experience supervising professional and technical staff.
  • Bachelor's degree in civil engineering or a related engineering degree, Master's degree preferred.
  • Must be registered in the State of Arizona as a Professional Engineer with proficiency in civil engineering by the end of the probationary period.
  • Other combinations of experience and education that meet the minimum requirements may be substituted
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

  • Current Arizona Professional Engineer registration preferred.
  • Two years of managing consultants and contractor staff for CIP projects.
  • Two years of experience in pavement management or asset management.
  • Civil engineering design experience related to construction on municipal facilities.
  • Two years of project management experience in complex capital improvement projects.
  • Minimum of one year background in landscaping maintenance and irrigation system maintenance.
  • Two years of experience in civil engineering design, plan review, inspection, construction, or project management.
